THE LEGISLATIVE DUMA OF TOMSK OBLAST



The Legislative Duma of Tomsk Oblast is a standing legislative (representative) body of the government of Tomsk Oblast. The Duma's mandate is to pass laws, make decisions, statements, as well as through its control activity. It is financed from the Oblast budget.

The Legislative Duma of Tomsk Oblast is a single-chamber body and consists of 42 deputies. A half of the Legislative Duma staff of Tomsk Oblast of the IV convocation was formed by proportional system (proportionally to the number of votes, given for the regional lists of candidates for deputies, nominated by the electoral associations); another half was formed by majority system (single member constituency). Deputies are elected by the Oblast population for 5 years.

There was the Tomsk Oblast Council of people's deputies before it was replaced by the Legislative Duma of Tomsk Oblast. The elections in the Legislative Duma of Tomsk Oblast were held in 1994, 1997, 2001, 2007. The last elections took place on 4th of December 2011; the next ones will be in 2016.

The Legislative Duma of Tomsk Oblast is authorized to:

- pass the Charter, laws and other normative legal documents of the Oblast, make amendments and introduce additions into them;

- approve the Governor of Tomsk Oblast by as advised by the President of the Russian Federation;

- approve the plan of Oblast governance;

- elect one member of the Federation Council;

- exercise the legislative initiative in the Federal Assembly of the Russian Federation;

- resolve issues of administrative and territorial organization of the Oblast;

- establish the general organization principles of local authorities of the Oblast;

- approve the regional budget;

- approve programs and plans of social and economic development of the Oblast;

- lay regional taxes, duties, customs;

- fix privileges and benifits, including tax, in payment into regional budget;

- establish the procedure of signing and approving the agreements of the Oblast on its international and external economic relations by passing regional laws. - etc.

The Duma controls observation and execution of laws, regional budget, usage of credit resources from the budget of the Russian Federation and regional budget, fulfillment of programs and plans of social and economic development as well as other supervising functions under to legislation.

A chairman organizes the work of the Duma. A chairman is elected from the number of the deputies by secret vote. The Legislative Duma Council of Tomsk Oblast is created for preliminary consideration of organizational decisions.

The Duma deputies have the scheduled reception hours for electors. Approximately 10 to 12 thousand electors have personal appointments with deputies with 300 to 500 appeals annually (citizens address to the Chairman, deputies and experts of the Duma staff via e-mail, the Duma website and directly at personal appointments).

Regular meetings are held not less than once a month. Usually meetings of the State Duma of Tomsk Oblast are held once a month, on last Thursday of the month. The Duma meetings are open and covered in mass media.

Four sessions are held daily between 10.00 and 18.00 00 during the days of the Duma meetings. The usual agenda of the Duma meetings is A Governor's Hour, where up to 40 minutes are given to the Governor of Tomsk Oblast, the Governor Deputies of Tomsk Oblast, heads of departments of the Oblast Administration for speeches, reports and answers to deputies' questions. The Duma Council determines a scope of issues for A Governor's Hour when setting the agenda considering the proposals from committees, the Duma deputies and the Governor of the Oblast.

The Duma holds open parliamentary hearings concerning issues that are of special importance to citizens of Tomsk Oblast. The final document containing recommendations to the bodies of state government, the bodies of the local government, organizations and their officials is admitted based on results of parliamentary hearings. Recommendations are brought to the attention of Duma deputies and the Governor of Tomsk Oblast. The Duma makes a decision based on recommendations.

The Governor of Tomsk Oblast addresses to deputies of the Legislative Duma of Tomsk Oblast with an annual message where he covers the development of the Oblast in the previous year as well as plans for the next year.

A momentous amendment to the Charter of Tomsk Oblast was passed at the XLV session (2010) – Tomsk Oblast State Duma was renamed as the Legislative Duma of Tomsk Oblast.
