Consideration procedure of the drafts of the Federal laws
The Duma considers the drafts of the Federal laws on the joint competence of the Russian Federation and the constituent entities of the Russian Federation, directed by the State Duma of Federal Assembly of the Russian Federation:
- to prepare and comment before their passing in the first reading;
- to introduce amendments after their passing in the first reading.
The Chairman of the Duma forwards the introduced draft of the Federal law to the Duma committee in compliance with its competency.
In the first case, following the results of examination of the draft of the Federal law the Duma makes one of the following decisions:
- to support the passing of the draft of federal law;
- to support the passing of the draft of the federal law with account of amendments;
- not to support the passing of the draft of the federal law.
Following the results of examination of the draft of the federal law passed in the first reading, the Duma makes a decision to forward the amendments to the draft of the federal law to the State Duma of the Federal Assembly of the Russian Federation.
The resolution passed by the Duma on the draft of the federal law is forwarded to the State Duma of the Federal Assembly of the Russian Federation.
