Activity Report - 2008
Results of implementation of priority law-making activities
of IV Convocation
of the Tomsk Oblast State Duma in 2008
In compliance with the plan approved by the deputies, the Duma law-making activity in 2008 was focused on the following priority areas:
In state construction and local government:
- provide legislative support for the administrative reform;
- provide legislative support for the state civil and municipal service;
- provide regulatory framework for the activity of the Tomsk Oblast State Duma;
- develop electoral legislation;
- provide regulatory support for Magistrates;
- improve the legislation regarding Tomsk Oblast awards.
In fiscal and tax policy:
- ensure stable and predictable fiscal and tax policy to meet strategic objectives in the long term perspective;
- improve living standards and secure economic growth;
- create incentives for positive structural changes in the economy by means of tax policy economic tools; support investment and socially-relevant activity;
- secure streamline development of the Technical Innovation Zone;
- increase the efficiency of budgetary expenditures;
- direct the priorities of budgetary expenditures to the National Projects implementation;
- improve the Tomsk Oblast property management;
- secure in the intergovernmental fiscal relations the tools for stimulation of municipal entities to develop their own tax base;
- bring fiscal and tax legislation into compliance with Federal Legislation changes;
- increase control over the use of budgetary allocations, efficacy of the budget programs implementation.
In economic policy:
- create conditions to change the economy structure by developing strategically important sectors producing high value added product; reduce the risks of dependence on the world markets situation;
- create conditions favorable for economic activity and attraction of investments to the Tomsk Oblast economy; make the regional companies ready for efficient cooperation with investors; implicate the population assets to implement the Oblast investment potentials; reduce risks for investors;
- implement economic potential of the Research and Educational Complex; develop innovative economy sector; develop "new economy" areas;
- create conditions facilitating consolidation of academic science, higher education institutes, and industrial enterprises to promote innovations to market;
- create conditions to maximally meet the citizens' demands for housing by supporting development of public and housing utilities on the land plots allocated for housing construction, social housing construction, elimination of slum and hazardous dwellings, scale-up of construction facilities, development of construction materials industry, development of housing construction financing tools, development of effective system of support provided to citizens in need for housing conditions improvement;
- create favorable conditions to develop small and middle-scale business; implement the program of support for small and middle-scale entrepreneurship;
- create conditions to develop the agro-industrial complex: stimulation of institutional and sectorial reorganization in the rural economy; provide accelerated development of cattle breeding; stimulate development of small-scale businesses; form highly potential staff in agriculture; provide food supply security;
- improve the Land Legislation;
- ensure reasonable and efficient usage of natural resources; implement resource-saving technologies and effective environment management systems; preserve unique ecosystems;
- reduce power expenditure in production; ensure energy independence and energy security of the region;
- create conditions for transport infrastructure development; provide priority financing for construction activities, development and modernization of road networks, repair and maintenance of roads; create conditions to develop river transport and minor aviation;
- create conditions for structural reorganization of the regional timber industry complex and promote investment attractiveness of the forest industry;
- create conditions for the development of new forms of housing management; improve the housing and public utilities management system; take energy saving measures; modernize objects of public utilities infrastructure; introduce economic tools to stimulate the reduction of costs in provision of housing and utilities services.
In social policy:
- facilitate the procedure of provision of housing for people moved from slum and hazardous dwelling;
- establish a legal basis for involvement of children and young people into sport activities, increase the number of sport clubs, groups, and schools;
- improve the system of provision of social support for the population;
- facilitate access of the population to an affordable and quality medical care, improve financial stimulation of health care workers;
- improve financial stimulation of teachers, re-equip school canteens and ensure that school students have a balanced diet.

For contribution to cultural and socio-economic development of Tomsk Oblast, the Tomsk Oblast Laws:
- awarded a title "Honorary Citizen of Tomsk Oblast" to 3 people;
- conferred a decoration "For merits for Tomsk Oblast" to 20 people;
- awarded a Tomsk Oblast Certificate of Merit to 27 people;
- gave an award pin of Tomsk Oblast "Mercy and Charity" to 1 person;
- conferred a decoration "Parent Merit" to 63 people.
By resolutions of the Tomsk Oblast State Duma 71 people were awarded with the Tomsk Oblast Certificate of Merit.
The Duma considered 476 draft Federal Laws including two Laws of the Russian Federation on Amendment to the RF Constitution, 223 legislation initiatives and 294 appeals of the RF constituent entities.
