Priority areas of law-making activities of the Tomsk Oblast State Duma in 2010
In state construction and local government:
- implement basic provisions of the Russian President’s Message to the Federal Assembly of the Russian Federation of November 12, 2009;
- provide a legal framework for the activity of the Tomsk Oblast State Duma;
- improve electoral legislation;
- improve administrative legislation;
- provide legislative framework for the administrative reform;
- improve the laws related to civil and municipal service;
- provide a legal framework for the activity of magistrates;
- improve the legislation regarding Tomsk Oblast award.
In fiscal and tax policy:
- ensure stable and predictable fiscal and tax policy to meet strategic objectives in the long term perspective;
- use economic tools of the tax policy to boost the development of the manufacturing sector, encourage investments and socially significant activities;
- ensure lasting balance of the budgetary system, bring budgetary spending in balance with the lower revenues decreased because of the crisis;
- improve the efficiency of budgetary spending, ensure high quality of public services regardless of the forced decrease in budgetary spending;
- fulfill all social commitments;
- improve the efficiency of the Tomsk Oblast property management to increase budget revenues generated from the use of public property and due to reduced spending on non-core assets;
- develop incentives to secure increase in revenues to municipal budgets and improve budget management practices;
- adjust mechanisms of financial aid to the local governing bodies;
- strengthen control over the use of allocations from the budget and the implementation of budgetary programs;
- systematically bring fiscal and tax legislation into compliance with the federal legislation changes.
In economic policy:
- create conditions to change the economy structure by developing strategically important sectors producing high value added products; reduce the risks of dependence on the global markets situation;
- create favorable conditions for the economic activity and attraction of investments; get the regional companies ready for an efficient cooperation with investors; involve the population in realization of the investment potential of the Oblast; reduce risks for investors;
- implement the economic potential of the Research and Educational Complex; develop the innovative economy sector;
- create conditions facilitating consolidation of academic science, higher education institutions, and industrial enterprises to promote innovations to the domestic and foreign markets;
- create favorable conditions for small and medium business;
- ensure sustainable and efficient usage of natural resources; implement resource-saving technologies and effective environmental management systems; preserve unique ecosystems;
- reduce power consumption in the manufacturing sector; ensure energy independence and energy security of the region;
- create conditions to meet the need for residential housing by means of providing government support for creation of the public utilities infrastructure in the housing construction lands; build social housing; eliminate the slam and hazardous dwelling stock; increase the construction capacities; boost the building materials industry; develop new financing tools for housing construction; develop a system of support for the citizens in need of improved living conditions;
- create conditions to develop the agro-industrial complex; encourage changes in the rural economy; ensure development of cattle breeding; stimulate development of small-scale businesses; identify highly potential human resources in agriculture; ensure food security of Tomsk Oblast;
- improve the land legislation;
- create conditions for the transport infrastructure development; provide priority financing for construction activities, development and modernization of road networks, repair and maintenance of roads; create conditions to develop river transport and minor aviation;
- create conditions for structural reorganization of the regional timber industry complex and promote investment attractiveness of the forest industry;
- create conditions for the development of new forms of housing management; improve the housing and public utilities management system; implement energy saving measures; upgrade the public utilities infrastructure facilities; implement economic tools to stimulate the reduction of costs in provision of housing and utilities services.
In social policy:
- improve the laws related to provision of affordable and high-quality medical aid and medications to the population;
- improve the laws related to social support for the population and in particular for the needy families with dependent children;
- provide legal framework for the activity of the executive authorities in order to improve the living standards and conditions for the population;
improve the educational system, especially by implementing distance learning activities and enhancing the scope of supplemental learning services;
- encourage the activity of charity providers, patrons, and sponsors; support charity and non-profit organizations;
- provide social guarantees including the guarantees of employment and regular payment of salaries;
- support and develop sports activities including junior sport;
- encourage patriotic upbringing and healthy lifestyle promotion.
