LII Session of the Legislative Duma of Tomsk Oblast

The LII Session of the Legislative Duma of Tomsk Oblast was broadcast on the website of the Duma. The annotated agenda of the session and wordings of all documents submitted for consideration by the deputies were published beforehand.

DEPUTIES’ STATEMENTS
On behalf of the Oblast Duma deputy Oleg Gromov called the representatives of the Tomsk Oblast Administration at the federal level Vladimir Zhidkikh and Maxim Korobov to develop an address and advocate the interests of the citizens of the region in commercial amateur fishing in Siberia.
Deputy Nikolay Kirillov emphasized the urgency of measures to eternalize the memory of the outstanding Siberian writer Georgy M. Markov.

NEW SOCIAL WELFARE
In the second reading the deputies passed amendments to the Oblast Law “On arts and culture public policy in Tomsk Oblast”. From January 1, 2012 a monthly social welfare of 1,000 rubles will be paid to non-working pensioners who have honorary degrees in culture starting with the words ‘Distinguished’ or ‘People’s’.
General assembly of the Duma stood for this proposal and the law was adopted in its final second reading.

200 RUBLES FOR PUBLIC TRANSPORT KEPT FOR PENSIONERS
The Oblast deputies unanimously voted to continue paying pensioners for public transport and certain rural specialists for housing and public utility services in 2012.
266 people are expected to benefit from this support in 2012. The budget expenditure will total 4.1m rubles.

HEALTH CARE BUDGET 2012 PASSED THE FIRST READING
The Oblast deputies approved a draft budget of the Tomsk Territorial Compulsory Health Insurance Fund for the next three years.
Preliminarily, Tomsk Territorial Compulsory Health Insurance Fund budget expenditure and revenue in 2012 is estimated at 7.4bn rubles. The revenue will be 10.6% higher than in 2011. The expenditure will be 9.3% higher. The revenue covering implementation of the territorial compulsory health insurance program will make 5.6bn (113.2% to 2011 plan).

THE OBLAST IN COMING YEARS
The deputies adopted in the first reading a draft budget of Tomsk Oblast for the next three years.

Preliminary parameters

The Oblast budget for 2012 will be without deficit, i.e. the expenditure stays within the range of the revenue. Total Oblast budget revenue is estimated at 35,542,422,400 rubles, including tax and non-tax revenue 29,883,964,300 rubles, and non-repayable receipts 5,658,458,100 rubles.
Key sources of budget revenue will again be corporate profit and property taxes, personal income tax, and excise tax. Non-repayable receipts from the federal budget in 2012 are estimated at 5,657,458,100 rubles. The amount of non-repayable receipts will be confirmed after approval of the budget in the first reading.

The Oblast budget for the next year has retained its social dimension: over 50% of the expenditure is socially-oriented. Social and cultural spending in the Oblast budget for 2012 accounts for 64%; spending on national economy, public utilities sector, and environmental protection totals 15%; national defense, safety, and law enforcement 2%.
The budget will also include indexation of the salary pools of government-funded organizations from October 1, 2012.
Spending on education in 2012 is estimated at 7.2bn rubles. The same amount will be allocated for heath care. Expenditure in social policy is estimated at 7.3bn rubles; spending on social aid will be 5.9bn rubles.
Spending on real economy is estimated at 4.4bn rubles, including 1.2bn rubles on the agricultural sector; 1.1bn rubles on investment- and innovation-driven development of business; and 2.2bn rubles on road construction and maintenance.

The revenue and expenditure of the Oblast budget in 2013-2014 were budgeted as follows:

2013 – 37,417,282,000 rubles

2014 – 36,967,215,300 rubles

The national debt of Tomsk Oblast in 2012 is estimated at 8,164,863,300 rubles; in 2013 at 7,732,712,300 rubles; and in 2014 at 7,690,971,900 rubles. The relation of the national debt to the revenue without non-repayable receipts in 2012 will be 27.3%; in 2013 23.0%; in 2014 20.7%. These parameters meet the limits established by the Law of Tomsk Oblast “On national debt of Tomsk Oblast” (max. 50%).

TWO NEW TRANSFERS APPROVED
The Oblast deputies passed amendments to the law “On provision of interbudgetary transfers.” A transfer was added to compensate heating supply companies for expenses on overpriced coal. This initiative is implemented for municipal entities located in remote localities equated with regions of the Extreme North. Coal prices increased from 1,935 rubles per ton in December 2010 to 2,500 rubles per ton in August 2011, i.e. by 29.2%. The forecasted growth of average annual coal prices as at the end of 2011 is 17.1%. The amount of interbudgetary transfers in 2011 will be 15.2m rubles.

Another transfer was added to pay court fees under a court action on the project “Construction of a road section in Sibirskaya Street from Lev Tolstoy Street to the railway crossing, including construction of a road junction as far as the bridge over the Ushaika River.”

Under the project buildings in the area were demolished and land bought out from rightholders.
The related expenses were not compensated for due to a lack of funds in the budget of the City of Tomsk. Contractor OAO Khanty-Mansiyskdorstroy filed a lawsuit in the Arbitration Court of Tomsk Oblast against the project owner Capital Construction Department of the Tomsk Oblast Administration, for recovery of 27.7m rubles. By decision of the Court the contractor’s claim was satisfied in full. The municipal entity Tomsk City submitted a request to the Governor of Tomsk Oblast to consider provision of funding to deliver on the decision of the Arbitration Court.

BUDGET HAS GROWN BY 1,5BN RUBLES
The Oblast deputies passed amendments to the current budget of Tomsk Oblast in two readings. The total amount of revenue to the Oblast budget in 2011 grew by 1.5bn rubles and the deficit remained the same.
With the adopted amendments the Oblast budget revenue in 2011 totaled 38,970,299,400 rubles; expenditure 41,089,727,700 rubles; and deficit 2,119,428,300 rubles or 7.5% to the revenue without taking into account non-repayable receipts from the federal budget.

HOME CARE
In the second reading the deputies passed amendment to the Law “On social service for citizens of Tomsk Oblast.” This amendment provides for the possibility to provide home care for the elderly and physically challenged people at social workers’ home like in foster families. Those wishing to take care of the seniors will be employed as social workers and will be paid for their work.

RIGHT TO CAPITAL
In the final second reading the deputies passed an amendment to the Law “On social support for citizens with dependent children.” This amendment introduces regional maternity (family) capital. The amount of the capital is 100,000 rubles for giving birth to (adopting) the third and fourth child born (adopted) starting from July 1, 2012.

The regional maternity capital can be spent for:

– Improvement of housing conditions
– Education of a child (children) or mother
– Recovery, rehabilitation and health resort treatment in addition to the established limits

Citizens have the right to spend their maternity (family) capital after children reach the age of three years, i.e. after July 1, 2015. The capital is subject to indexation.

TARGETED SUPPORT FOR THE DECEIVED INVESTORS IN PARTICIPATORY CONSTRUCTION
The Oblast deputies voted for extension of measures of state support for the investors in participatory construction who suffered from unconscientious developers.

In two readings the deputies amended the effective Law “On protection of rights and legitimate interests of citizens investing in participatory construction of apartment blocks in Tomsk Oblast.”

Additional support measures include provision of subsidies to associations of citizens for land improvement and payment of interest rate on loans obtained to complete construction of an apartment block.

Total amount necessary for land improvement under “troublesome” projects is 121.2m rubles. In 2011, 14 apartment blocks are scheduled for putting into operation. Funding required for these apartment blocks is 49.1m rubles.

THE BUDGET WILL REMAIN SOCIALLY-ORIENTED
Speaker of the Legislative Duma of Tomsk Oblast Boris Maltsev held a traditional press conference during the break.
The Speaker emphasized that the main issue on the current agenda is the bill of Tomsk Oblast “On the Oblast budget for 2012 and the planning period of 2013 and 2014.”

TAX PREFERENCES
Enterprises employing convicts will be provided with tax benefits under amendments adopted by the deputies in two readings to the bill “On preferential taxation in Tomsk Oblast”. Also, the deputies passed a new bill "On application of a reduced corporate profit tax rate for institutions carrying out punishments, federal state unitary enterprises of the penal system, and organizations employing people sentenced to corrective labor and (or) returned convicts.” These measures are intended to encourage employers to employ convicts, including those forced by court to pay penalties to the aggrieved persons, so that these people can work, earn money and pay the imposed amounts.
