Member of the Federation Council of the Federal Assembly of the Russian Federation, Representative of the Tomsk Oblast State Duma

Date of birth: November 11, 1961;
Place of birth: town of Tomsk-7 (Seversk at present), Tomsk oblast.
Education: Tomsk Engineering and Building Institute, Russian Academy of State Service of the President of the RF.

In 1990 he was elected a deputy of the Soviet of People’s Deputies in Tomsk - 7, where he has worked as a vice-president up to 1992.

In 1993 he headed the Committee of legal activity coordination in the Tomsk Oblast Administration.
Since September 1993 - a deputy of the head (Governor) of the Tomsk oblast Administration. He coordinated the joint activity of the Oblast Administration and legal, judicial and military bodies of Tomsk Oblast. He headed the Oblast Emergencies Commission as well.

Since 1995 as the first deputy of the Head of the Tomsk Oblast Administration was responsible for different activities: from social safety, information policy, territory work to external economic and interregional links of Tomsk Oblast and work of representatives of the Tomsk Oblast Administration attached to the Russian Federation Government.

Since 1998 - a plenipotentiary of the Russian Federation President in Tomsk Oblast.

In 2002 he was appointed as a representative of the Tomsk Oblast Administration in the Federation Council of the Federal Assembly of the Russian Federation. He was a Committee member in the field of federation work and regional policy, commission of natural monopolies, commission of information policy.

December 2003 - May 2007 - a deputy of the State Duma of the Federal Assembly of the RF of the IV convocation by Tomsk single-member electoral okrug № 174. He is the first vise-president of the committee in the field of federation and regional policy. He became a member of the faction “Edinaya Rossiya” (United Russia.)

In 2005 he defended a thesis of the Candidate of Political Sciences in the Institute of social and political researches of the Russian Academy of sciences. The title of the thesis was “Evolution of the federalism in modern Russia: political aspect.”

On May 31, 2007 deputies of the Tomsk Oblast State Duma voted for V. Zhidkikh to be a representative in the Federation Council.

In June, 2008 elected Chairman of the Youth and Sports Committee of the RF Federal Assembly Federation Council.

Vladimir Zhidkikh in the following five years will continue to represent Tomsk Oblast in the upper chamber of the Russian State Duma in the forthcoming five years. He was elected representative of the Legislative Duma of Tomsk Oblast in the Federation Council of the Russian Federal Assembly by a majority of votes in a secret ballot vote at the first session of the Duma of the fifth convocation on December 20, 2011.

Currently, he holds the position of Deputy Chairman of the Social Policy Committee if the Federation Council.
