XLVII Session of the Legislative Duma of Tomsk Oblast

The Duma Speaker Boris Maltsev opened the session with his traditional speech (Full text of the Speaker's speech).

Deputies’ statements

The deputies of the Legislative Duma of Tomsk Oblast put out statements regarding abolishment of gasoline with 80 octane number, which is still consumed by the citizens of remote districts of the regions and municipal entities, and the necessity to attract attention of the regional and federal authorities (Oleg Gromov); prevention of critical situation with floods (Rashid Aminov); drug-related crime situation in Seversk (Tomsk Oblast) (Vladimir Dolgikh); reforming of election legislation (Ivan Kucherov).

On consumer basket
New concept of the consumer basket has been already introduces to the government; and before it is adopted, the Oblast deputies have extended the validity of the current structure of the consumer basket.

Today both subsistence minimum and consumer basket consider territorial peculiarities on a more general level. As a result of 2010 subsistence minimum in Tomsk Oblast was 6,005 rubles, and in Strezhevoy it was by 125% higher as opposed to the Oblast regional level and by 130% higher than in Tomsk. These factors are essential for estimation of social programs and welfares. Almost 22 thousand retirees, whose pension is less than the subsistence minimum, in 2011 will have additional social payments to their pensions, at average10 thousand rubles per retiree a year. Subsistence minimum as calculated based on the consumer basket structure.

Housing for the military
In the first reading the deputies considered a bill which establishes a procedure providing housing to the military dismissed from the service and those categories of the military enlisted in the Federal Law “On status of the military”. One condition – the military must have been registered as in need for housing by January 01, 2005. The bill sets a list of documents to be submitted by the citizens in order to obtain the housing, establishes procedure for the housing transfer into ownership free of cost, under the social rent contract or immediate compensation to acquire or construct housing, imposes priority procedure. The housing will be provided from subvention funds of the federal budget. Today 16 Oblast citizens falling under this category are registered as in need for housing improvement

Support for underage

The deputies of the Legislative Duma of Tomsk Oblast considered three bills to support underage. The first document amends methods to estimate the total amount of subventions for provision with clothing, footwear, soft goods, equipment and flat-rate benefits for orphans – graduates of education institutions.

Another bill amends the Tomsk Oblast Law “On social service for citizens”. These amendments relate to non-recurrent compensation of air travel for disabled children with cancer. It concerns those cases when the little patients for health purposes need to be transported to medical facilities outside Tomsk Oblast.

The Law “On social support for citizens with underage children” was amended as well. The current law was complemented with the regulation providing the low-income large families with monthly compensation for utility service payment. The compensation covers 30 per cent of such payments. It is calculated based on the regional rate of utility service costs. The new regulation covers the period from January 01, 2011. Boris Maltsev
Parliamentary System was and remains one of the backbones of democracy

The Legislative Duma Speaker Boris Maltsev held a traditional press conference during the break.

The Speaker dwelled upon democratization of the Duma work, upon amendments to the Law on elections to the Legislative Duma. The budget allocation came to be another important issue for discussion. This year the budget will be allocated based on the special document – “Register of recommendations and concerns to the Tomsk Oblast bill on the Oblast budget”.

In conclusion Boris Maltsev informed the mass media that in April Russia will celebrate 105-year anniversary of the parliamentary system establishment.

Housing for large families

In the first reading the deputies considered amendments to the Tomsk Oblast Law “On special-purpose housing in Tomsk Oblast”.

One of the amendments establishes procedure of payment for living in Oblast accommodation facilities, where a room is occupied by several dwellers. This was essential to bring the law into compliance with the Housing Code of the Russian Federation.

Other amendments to the bill refer to procedure residing into the veterans’ board and care facilities.

The new bill edition warrants provision of housing to large families with five and more underage children who were registered as in need for housing till January 01, 2011. The apartments will be provided on the terms of gratis use. The Oblast budget is going to allocate 100m rubles for these objectives.

On taxes

During “A Governor’s Hour” the deputies discussed the tax revenues to the budget, dynamics of tax liabilities, informing of tax payers.

On elections
In two readings the deputies passed amendments to the Oblast Law “On deputy elections to the Legislative Duma of Tomsk Oblast”. Elman Yusubov, Chairman of the Oblast Election Commission, reported that the combined election system will remain in use for the deputy elections to the Legislative Duma of Tomsk Oblast, when 21 deputies out of 42 will be elected for the single-seat constituency, and the rest – based on pro rata system following the party lists. Party lists will be split into territorial groups. Number of territorial groups will equal to a number of districts. To be elected to the Duma the candidates must win 5 per cent instead of 7 per cent under the election law of the previous convocation.

The Oblast deputies decided to combine the forthcoming regional and federal elections. In two readings the deputies adopted the bill “On reduction of term of the Legislative Duma of Tomsk Oblast of the fourth convocation”. The deputies unanimously voted for reduction of the term of the Legislative Duma of Tomsk Oblast of the fourth convocation, as well as for combining regional parliamentary elections with the elections to State Duma of the Russian Federation.

Most probably elections will be held on December 04, 2011.

On referendum

In the first reading the deputies considered amendments to the referendum law which regulates procedure to implement initiatives for referendum. The Election Commission of Tomsk Oblast proposed to set forth a more detailed regulation of the procedure stage of applying for registration of an initiative group to organize referendum; define specific requirements to prepare application and minutes of the initiative group meeting.

Budget discussions

The deputies considered the bill “On amending the Tomsk Oblast Law “On the Oblast budget for 2011 and for the planning period of 2012 and 2013”. The introduced amendments stipulate that the total sum of the Oblast budget revenues in 2011 increase by 1,205,581.50 thousand rubles, the expenditures – by 2,257,983.50 thousand rubles, the deficit increases by 1,052,402.00 rubles.
