Brief outline of the speech of the Speaker Boris Maltsev at the XLVII Session of the Legislative Duma (March 31, 2011)

At the beginning of his speech Boris Maltsev greeted the Duma deputies, Tomsk Oblast Governor, invited journalists and members of public organizations.

Much of the speech covered political and economic situation in the world. The Speaker underlined that the rise of protest moods for the latest months in a few countries shows that almost everywhere economic crises is followed by crisis in popular confidence in the authorities. ‘The peoples protest against the pension reform in France, against education fee rise in the UK; they protest in Spain, Italy, Iceland, Greece, Yemen, Tunisia, Egypt, Syria, Bahrain, in the Middle East. In Libya the protest escalated to the bloody civil war.’ According to Boris Maltsev, these events have clearly demonstrated where the real democracy rained, and where it was a mere illusion.

The Japanese earthquake has been the most destructive since the World War II. ‘According to the most recent data, the earthquake claimed over twenty eight thousand lives. And at the same time the world is amazed by the Japanese valor, self-control and national spirit. The mass media have reported no registered case of looting so far. The scientific community gives different forecasts for the further developments in the country. We hope that the tsunami and destructive earthquakes won’t repeat here in the near future. I believe that the Japanese people will endure the aftermath of these disasters', said Boris Maltsev.

In March Russia held its regular elections which most observers judged to be final rehearsal, trial for political powers before the great elections to the State Duma in the following December. The United Russia maintained its leading positions in all the regions. Other political parties (Communist Party, Liberal Democratic Party, and Just Russia) managed to join the Parliament with decent results. The President of the Russian Federation Dmitry Medvedev exerts all efforts to make our parliaments a place for fair discussions, fair political struggle between the parties.

Visit of the Russian Prime minister Vladimir Putin was the most noteworthy event in Tomsk.

During the visit the Prime Minister considered an important and relevant matter of efficient use of the funds allocated for the SEZ development, prolongation of its life for 40 years.

One more significant event happened in Tomsk: offsite meeting of the Russian Academy of Sciences Council, where Tomsk was represented by Gennady Mesyats, Vice-President of the Academy, with participation of rectors of the leading national universities. The participants discussed the issues of integration of academic and university science, innovative activity in the Siberian Branch of the Russian Academy of Sciences.

The foreign policy situation has its certain background, according to Boris Maltsev. Suppression of political pluralism usually leads to escalation of nationalist and populist protest moods. Thus, revolution comes as a result.

Program recommendations of specific measures for further reforming of the country have been developed by the Institute of Contemporary Development and the Center for Strategic Research as a reaction to the foreign policy situation. The Center for Conservative and Social Policy of the United Russia is initiating analysis of the proposed scenarios of the country development until 2020. One option offers ‘immediate real democracy’ including restitution of the governor elections, real freedom of the mass media and return of governors and chairmen of the Legislative Assemblies to the Federation Council. Another option of the development scenario proposes restoration of self-regulation and independence of each level of the authorities, wide de-centralization of the powers and finances. First of all the report authors propose to select those political techniques which will enable restoration of real federalism and local self-regulation. The main problems hampering this procedure are as follows: degradation of the elite, inability of the population to express their opinion, underdevelopment of the public institutions.

Those include important, meaningful bills relating to modernization of the political system: “On reduction of term of the Legislative Duma of Tomsk Oblast of the fourth convocation” and “On amending the Tomsk Oblast Law On deputy elections to the Legislative Duma of Tomsk Oblast”.

The Law “On the consumer basket in Tomsk Oblast” which is a basis for the Law “On the subsistence minimum”, the Law “On protection of rights and legitimate interests of apartment houses shared construction participants in Tomsk Oblast”, the set of seven bills aims at maintenance of order in the Oblast. This also refers to transport infrastructure facilities, and amendments to the Code of Administrative Offences and people drawing up reports of such offences. ‘Order shall prevail everywhere’, concluded his speech Boris Maltsev.
