November 25, 2010 XLIV Session of the Tomsk Oblast State Duma

As always, the Session was opened by Boris Maltsev, Speaker of the Tomsk Oblast State Duma (brief outline of the opening speech).

The renewed Liberal Democratic Party Faction resumed their work in the Oblast parliament (the powers of the outgoing deputies ceased in October 2010). Leonid Terekhov was elected as the Faction leader.

Deputy Aleksander Uvarov informed that by the initiative of Institute of Innovation of TUSUR (Tomsk University of Control Systems and Radioelectronics) presentations of the book “The Triple Helix: University-Industry-Government Relations” will be held in Russia with participation of its author Henry Etzkowitz, Professor of Stanford University. Russian edition of the book was published in TUSUR.

Deputies made a number of statements on approval and allocation of 2011 budget.

Issues of electricity taruffs calculation, taxation of private business in rural areas, changes in wage conditions for state-financed organization employees were discussed.

Deputy Igor Chernyshev mentioned that industry and social sphere must become the top priorities in the regional budget.

Chairman of Budgetary and Financial Committee Vladimir Ponomarenko called the deputies to have an active stand in discussion of 2011 budget, in light of the challenges revealed during the city elections.

Additional money for the Program “Development of Small and Medium Business in Tomsk Oblast for 2008-2010” will be allocated to support export-oriented small companies.

Expenditure to support small and medium business exporting goods will grow by 23.7m rubles.

Aid will be rendered basically to innovative and hi-tech companies, including residents of Tomsk Special Economic Zone.

Andrey Trubitsin, Head of the Oblast Department for Development of Business and Real Sector of Economy, reported that 25 export-oriented companies obtained government support in 2007, 17 in 2008, 30 in 2009. In aggregate nearly 90 innovative companies will be subsidized under the program by the end of 2010. The budget revenues and expenditure of Tomsk Territorial Mandatory Health Insurance Fund grew by 103.7m rubles in 2010. This includes 74.5m rubles to implement the Mandatory Health Insurance territorial program, 29.2m rubles to implement the National Priority Health Project.

The deputies adopted amendments to the Tomsk Oblast Law “On 2010 Oblast budget and 2011-2012 planning period” in two readings.

Given the introduced amendments, the revenues of the Oblast budget for 2010 will be 29,860,509,100 rubles, including tax revenues and non-tax revenues – 21,920,662,800 rubles, non-repayable receipts – 7,939,846,300 rubles, expenditure 31,200,596,200 rubles, deficit 1,340,087,100 rubles or 6.11 % to the budget revenues without non-repayable receipts from the federal budget.

Amendments to the current Oblast laws aimed at provision of free education in the comprehensive schools, correction schools and convalescent homes were adopted in the first reading. The term of the laws will be extended for 2011.

Boris Maltsev, Speaker of the Tomsk Oblast State Duma, held a traditional press-conference for journalists during the break.

Journalists were interested in the work and prospects for development of groundwater intake in Tomsk.

During “A Governor’s Hour” the First Deputy Mayor of Tomsk Evgeny Parshuto informed that water supply in Tomsk will not be switched to river water intake which will be considered for standby use.

The Oblast deputies reviewed a new system for calculating monthly housing and public utility bills for certain categories of citizens. In the first reading the deputies adopted the bill of Tomsk Oblast “On amending the Laws of Tomsk Oblast on social support.”

Amendments to the Oblast Law “On protection of citizens of Tomsk Oblast against natural and man-caused emergency situations” were adopted in two readings.
