‘Generally speaking, this was a discussion about the prospects of Siberian development beyond the near decade,’ said Boris Maltsev. ‘The session attendees were numerous representatives of the Security Council, ministries, Russian Academies of Sciences, heads of the authorities in the Russian entities.’

Anatoliy Kvashnin, Plenipotentiary of the President in the Siberian Federal District, underlined in his report — new reality demands an integral model for integrated development of the entities. We need to develop a uniform strategic planning system for development of Siberian entities.

The current model of integrated development of the Siberian Federal District entities has several constituents. First, this is the system to organize planning and forecasting in economy and social sphere. It includes the Strategy for Social and Economic Development of Siberia until 2020, as well as strategies and integrated programs of the federal and municipal entities. The key elements are: the system of steady development of small and medium business, the system of modernizing machine-building and agricultural industries, monitoring system for implementation of social and economic development programs, personnel training for the federal government authorities and local authorities.

All territorial and industrials programs and documents must be based on the uniform methods to conceive strategic goals and uniform approaches to reach them. On municipal and regional levels we need to come up with the approaches to constitute the priorities for development, which could comply with the goals ensuring national security. The session participants were shown a prototype model of Siberian integrated development. It is a very profound and stimulating document setting tasks for each region.

However, I am already concerned with some issues. We can, of course, develop an ideal plan based on this document. But I failed to find any essential sections such as tools for implementation of such model which will certainly require great investments. Economic tools are not clearly defined. For example, how we can provide availability of credit resources for large, medium, small business and mere citizens. I think the credit system must be simplified — against guarantees of the federal, regional authorities or municipal administrations.

Second, in order to implement such extensive plans we will need quite a few executors, i.e. human resources. This means, it is necessary to develop a motivation tool to attract people to Siberia, to work here. Meanwhile, we witness population outflow and our region is among few where this process is ceased. Here we should recollect our experience in constructing metal enterprises in Kuzbass, when we involved Americans. Their wages were of the American level, different from those in the USSR. They were provided with separate canteens and shops. And this was a certain motivation and attracting tool for the foreigners. Our citizens, Siberians, should also be provided with attractive conditions – we cannot dispense with the state protection. Such protect shall be applied also to transport tariffs, power, infrastructure availability, and simplified system for registration of land plots.

We should extend not only material but also moral incentives. For instance, for researchers — extensive quota in all Academies of Sciences. This refers to state awards, state prizes, and ranks. Everything must work to attract qualified personnel to Siberia.

However, the role of representative bodies in the introduced model of integrated development of the entities, to my mind, could be more important than it is now. And at the end of the day, without legislative acts due to be adopted, without pending control functions, good endeavors and plans can be brought to nothing.
