According to Alexander Kupriyanets, the Deputy Speaker of the Tomsk Oblast State Duma, leader of the United Russia Duma faction, the Congress demonstrated that the United Russia plays an important role:
‘While assessing the economic situation in Russia, and announcing 2010 objectives, Vladimir Putin confirmed that the line taken by Dmitry Medvedev coincides with the Party’s. Both the President and the Prime Minister showed their joint commitment and unity in the home policy development.’

Alexander Kupriyanets underlined that the objectives for the economy modernization announced during the Congress coincide with the way Tomsk Oblast has been going over the years.

Vladimir Kravchenko, the Oblast deputy of the United Russia faction, mentioned that it was the third Party Congress held outside Moscow:
‘The United Russia held its congresses in Krasnoyarsk, Yekaterinburg and this year in Saint Petersburg. As for Siberia, unfortunately I haven’t heard of any specific infrastructure projects, though it was mentioned as a prospective territory for the overall development of Russia. The greeting speech by Dmitry Medvedev sounded as a political message with specific appeals. Vladimir Putin spoke much of the economy, and particularly of the government program. The speech by Boris Gryzlov, Speaker of the Russian State Duma, is worth mentioning as well. At the end of the day, the Russian Parliament is to implement an economy modernization program among other things. The Party leader Vladimir Putin called upon the Party members not to be afraid of political discussion and struggle. He reminded that ‘the Party had many times responded the highly important and acute challenges posed to the country and society.’ The United Russia is ready to go into disputes and discussions. I think that our delegation brought the positive charge to Tomsk.’

In his comments on the Congress, Vladimir Korotkevich, Oblast deputy of the United Russia faction, Director of the Siberian Chemical Combine, emphasized the support for atomic industry:
‘The Congress covered the stable work of backbone enterprises of single-industry towns. In 2010 a number of industrial enterprises will be provided with the budget warranted orders. For atomic industry 96bn rubles are to be allocated from the budget. In 2010 the public defense order will increase by 8.5 % as compared to 2009. Moreover, we are happy to observe the progress in development of junior sport.’

Nellya Gudantseva, the deputy of the United Russia faction, said that it was the first time she had taken part in the Party Congress, and she was impressed by large-scale Party activities:
‘Discussions took place at the regional conferences and Media-Forum work-shops. The developed and declared theses of the higher priority programs secure our future and define the development direction for the citizens and the country itself. It is important that the Party unites federal and regional leaders, people of different social groups and ages. This ensures the comprehensive development and feasibility of decisions taken, as well as succession in the team. ‘Teamability’ of the United Russia is not only achievement of common goals and completion of common tasks, but also responsible approach of each Party member.’
