07.08.09 Boris Maltsev, Chairman of the Tomsk Oblast State Duma, and Alexander Kupriyanets, Deputy Chairman, had a seven-day working tour across Tomsk Oblast


The purpose of the trip was to check whether the current budget is executed properly and identify demands of municipal entities before adopting the 2010 budget.

Kolpashevsky District

In Kolpashevsky District the deputies saw a number of community facilities, small and medium business facilities, and evaluated the work on provision of gas supply.

In November 2008, a private referral center Asia was opened in Kolpashevo. Even in such a small town people can take advantage of high-quality health care services at an affordable price. The clinic has modern equipment. There are 15 employees. Over eight months of operation the center has provided medical services to 4,500 people.

Overhaul of the Kolpashevo Central District Hospital is in full swing. In 2008 the Midwifery Department was renovated as well as central heating, water supply and sewage. Total cost of the works exceeded 18m rubles where the local budget provided 62% and the rest was allocated from the regional budget. In 2009 the local budget allocated about 15m rubles, and the hospital still is waiting for financial support from the Oblast. During his visit to the hospital Boris Maltsev approved of the quality of the renovation works and promised that the regional authorities will consider further financial support.

Kargasoksky District

In Kargasoksky District Boris Maltsev and Alexander Kupriyanets went to the construction sites. This year the region allocated 115m rubles for construction which is only half of 2008 volumes. A lion's share of financing (over 50%) is poured in construction of new schools. Almost 40% of the dwelling stock in the district is in hazardous condition, so the local authorities strongly support construction activity.

The deputies saw one of the most important building sites where a new housing estate will be erected. The site consists of land parcels previously used as vegetable gardens now abandoned. The local administration bought 18 of the parcels from the owners and sold at an auction to private developers. Prices for a parcel at the action fluctuated in the range of 400-450 thousand rubles. Currently the site is being developed at a very fast pace. The local authorities have already committed to provide electricity, gas, and water supply to the site at the expense of the local budget.

The next item on the itinerary was a block of flats being erected by a sole proprietor. In order to take out a loan the businessman pledged some of his construction equipment. However, he is absolutely sure that he will get enough revenue from the sale of the house to pay back the loan and finance further development of his business.

The deputies saw some other houses under construction and visited a site where a 120-flat block will be erected. Earlier, Kargasoksky District pioneered housing construction for underprivileged population categories. The region has continued that practice by granting many flats in the new house to such citizens, and in particular single pensioners.

In his assessment of construction activity in the district, Boris Maltsev said that the administration follows the right path by investing in construction and it seems that the crisis has blown over Kargasok.

Parabelsky District

Even during the crisis Parabelsky District has a firm economic ground - the oil and gas complex. The deputies started their tour of the local enterprises with a gas generating facility - the Parabel gas compressor plant 'Gazprom Transgaz Tomsk'. Currently, the plant is undergoing an integrated upgrade including automation of process flows. This work is aimed at improving gas circulation and creating better working conditions for the plant employees. The company has also shown great care about its employees by constructing houses for them. There are 12 flats, some of them to be provided to young employees, a 25-room dormitory and a spacious cafe.

However, not only large enterprises are involved in construction in Parabel. Individual building initiated by local authorities is gaining momentum. Thus, 70 houses are currently under individual construction in Solnechny housing estate. The authorities stimulate private developers by providing power supply and utilities on site. This year the authorities are going to supply the estate with gas. Apart from that, over 200 families are building their own houses in Parabel district.

Northern Group Construction Company is erecting a 52-flat house at their own expense, where a certain number of flats are intended for underprivileged population and substitution of housing under the program for elimination of ramshackle and hazardous dwelling stock.

At the end of 2008, an additional building for the Central District Hospital was brought into use. Its construction was induced by the need for a modern nutrition unit meeting all sanitary and medical requirements.

The Oblast State Duma speaker set a task for the district administration to initiate new projects able to diversify the municipal economy and manufacture products popular outside the district.

Molchanovsky District

On their fourth day of the trip the Oblast Duma deputies visited Molchanovsky District.
First of all the deputies inspected the construction site of a new school in Narga village.

In Molchanovo village the deputies visited quite a number of successful small businesses. In particular, a blacksmith shop opened by a participant of the Oblast Business Program 'The First Step'. Over a short period of time the young blacksmith has seen a promising outlook of his own business and is going to expand and improve the assortment of forge items required in the village.

The guests were invited to a family business of construction materials. These primarily include cylinder logs and log constructions, and foam-concrete blocks as well. The materials are quickly sold in Molchanovo, where individual building is very popular.

The deputies met a businessman known outside his district for high quality bread. Along with bread making the businessmen is going to open a milk processing facility to process the milk from his own dairy cattle of 45 cows, as well as milk from the village private households.

The business areas also include business lines which are non-conventional for the district, for instance, tourism. Wise Gudgeon recreation center located outside the village on the riverside attracts by its comfort and excellent service. Two motor boats were waiting for the guests. Here anyone can either set forth to Molchanovo lakes or get to uninhabited riverside.

The district holds the third position among the Oblast districts for its numerous business areas and successful projects.

Krivosheinsky District

One of the most remarkable enterprises of Krivosheinsky District lies by the highway from Tomsk to the North. It is a hotel camping of Krivosheinsky Maintenance Depot. This facility is organized not by business but by a public enterprise. Such diversification enables the enterprise to work successfully.

The deputies discussed with a Krivosheinsky District representative possible sources of comfortable living. Boris Maltsev was puzzled why the northern Kargasok auctions off its constructible land parcels, and southern Krivosheino gives them for free. Land is the main source of revenue for the local authorities; thus, they have to fight for money to lay the service lines, to prepare a quotation and sell the land to local residents and non-residents. In this case the district citizens will have much better living conditions.
