The Legislative Duma of Tomsk Oblast

Development of underwater sports across the globe was the subject of the meeting of the Speaker of the Legislative Duma of Tomsk Oblast Boris Maltsev and the leaders of the Russian Underwater Federation and the World Underwater Federation (CMAS).

Tomsk was receiving guests from Moscow, Monaco, France, and Spain for the international finswimming and sport diving competition. There is good reason that the regional parliament takes interest in that subject. As the President of the Russian Underwater Federation Anna Arzhanova said, in 1996-1998, during hard times for the country, Tomsk was actively developing underwater sports, which was supported by the Oblast Duma and its Speaker, and the Oblast Administration and the Governor.

Boris Maltsev emphasized that Tomsk underwater swimmers have developed good and lasting friendship and they are always welcome guests in the Oblast Duma. The Duma Speaker acknowledged that he had a weakness for swimming and made an ironic statement that he had achieved certain success among grown up swimmers.

Boris Maltsev believes that underwater swimming should be an Olympic sport.

“Underwater swimming and rowing are a kind of sports anomalies for our Siberian city. But those are the sports where Tomsk people manage to make progress. I always watch Euronews and I regret to say finswimming competitions are not broadcasted.

We must be acting together to develop finswimming from a workshop for the chosen ones to a matter of interest of everyone in the region. After all, this is a very graphic and spectacular sport.”

CMAS Secretary General Alessandro Zerbi agreed with Tomsk Oblast Duma Speaker.

“We are always in touch with the leaders of the International Olympic Committee. Unfortunately, over the past three years we have lost almost all contacts and now we have to recover them. The goal of our new organization is exactly to make this sport Olympic. This goal can be achieved with the help of the governments and TV and as soon as the infrastructure is developed.”

The guests thanked the Duma Speaker for hospitality and promotion of underwater swimming in the region. Boris Maltsev wished them to turn all their ideas into life and gave out souvenirs.
