The Legislative Duma of Tomsk Oblast
August 9, 2010. Tomsk Oblast State Duma reviewed its performance
over 6 months of 2010
 From January through June 2010 the Duma passed 522 legislative acts, among them 128 Laws of Tomsk Oblast. Amendments were made to a hundred of Oblast Laws and 29 new regional laws appeared. Last year 106 Oblast Laws were passed over the same period.
Among new 'social' laws there are the Laws 'On physical training and sports in Tomsk Oblast', 'On indigenous minorities in Tomsk Oblast', 'On the Ombudsman for Children of Tomsk Oblast', 'On theaters and theatrical business in Tomsk Oblast'. From January 1, 2011 the institution of the Ombudsman for children in Tomsk Oblast will start functioning. The power to appoint the Ombudsman for Children will lie with the State Duma of Tomsk Oblast.
Among new laws on nation-building and local government, there is a Law which invests local governments with authorities to prepare and conduct the nation-wide population count which takes place October 14-25, 2010.
Among the amended laws there is the Law 'On granting and confiscation of lands in Tomsk Oblast'. The Law improves the procedure for granting beneficiary citizens land plots for private housing construction.
The Duma passed many laws on fiscal and tax policy. Those include amendments to the Law on the Oblast budget and budget spending for investments and innovative activity in the Oblast, the budget of the Compulsory Health Insurance Fund, and inter-budgetary transfers. At the July session a 490m rubles subsidy was allocated to the Oblast center under the Federal Program 'Russian Roads'. The money will be spent for repairs of Tomsk streets and roads. Also, the deputies continuously follow up on the issues of the Oblast property usage, activity of regional state unitary enterprises, lease and gratuitous usage of the Oblast public property.
Among the passed laws in economic policy worth noting is the Law 'On requirements to transportation in passenger taxis in Tomsk Oblast'. The Law provides for full-scale legalization of passenger taxi market.
A record number of citizens - 130 - were awarded Oblast awards. Under the Laws of Tomsk Oblast 6 people were awarded a decoration For Merits for Tomsk Oblast, 5 people received the Certificate of Honor of Tomsk Oblast, 7 families were awarded the decoration Parental Valor. One person was awarded the title 'Honorary Citizen of Tomsk Oblast' - a Tomsk poet, member of the Union of Russian Writers, Mikhail Andreyev. From the beginning of the year the Certificate of Honor of the Tomsk Oblast State Duma was awarded to 111 people, among them 51 teachers.
Since 2007 the regional parliament of the 4th convocation has passed 992 Oblast Laws which for the most part deal with social support. Over the last 16 years the Oblast Duma passed over 2500 laws.
