Agenda for the XIIIth Innovation Forum: Innovation Leadership among Regions: Competition for the Future. Date: May 20-21, 2010.

Almost 1,500 participants from 17 countries and 36 Russian regions partook in the Forum, including representatives of 35 areas such as nanotechnologies, IT, medicine, health care, agriculture, etc.

Welcoming addresses from President Dmitry Medvedev and PM Vladimir Putin to the hosts and participants were announced.

‘It has come to a good tradition to host the Forum in the city which has long established a reputation as an innovation city. I wish all the participants and guests of the Forum fruitful work and success’, said the President in his address.

The Forum mainly focused on issues regarding influence of leading innovative regions on the entire national innovation system.

As part of the Forum the governors of eight Russian entities, representatives of ROSNANO (Russian Nanotechnology Corporation) management and Rector of the Academy of National Economy under the Government of the RF signed a memorandum on establishing of the Association of Russian Innovative Regions.

The Association was joined by Novosibirsk Oblast, the Republic of Mordovia, the Republic of Tatarstan, Krasnoyarsk and Perm Territories, Irkutsk, Kaluga and Tomsk Oblasts.

These regions will place their stake on development of science intensive business. The plans are to arrange pooling of experience in the area of developing favorable legal, economic, social and creative environment to evolve innovations. Also the interaction with the similar foreign regional unions and associations will be set. Besides, it will be easier to implement joint projects under the Association.

As Viktor Kress, Governor of Tomsk Oblast, announced during the briefing meeting, the papers to establish the Association of Russian Innovative Regions will be signed this fall in Novosibirsk.

Arkady Dvorkovich, the RF President Aide, who took part in the Forum underlined that the demand for innovations is a key issue. So in order to simplify promotion of innovative ideas and implement specific projects, the state intends to establish a network of innovative centers — cities for vigor development of innovative technologies. Tomsk will be one of such cities.
