The Legislative Duma of Tomsk Oblast
April 12, 2010. Regional contest of social innovations announced Galina Nemtseva, leader of Just Russia faction in the Tomsk Oblast State Duma, announced a regional contest of social innovations.
She says innovations can mean such projects as agricultural fairs or family childcare homes. Any interesting project which could be helpful for people. An opinion poll carried out at the first stage of the contest showed that Tomsk people are mostly concerned over spring floods, housing and utilities tariffs, and creation of urban amenities in the city.
Galina Nemtseva says that public figures, researchers, and ordinary people have already submitted to the contest committee a number of projects addressing the most relevant city problems. Among those projects are socialization of orphan children and construction of a playground in one of the city districts.
‘Soon the party will present a legislative initiative to pass a law on awards to Russians who help save public money.’
