Brief biography
Born in Dzhambul Oblast. Graduated from Moscow Physical and Engineering Institute, the economics magistracy of Moscow State University, in the specialty State Management of Economy. Currently he is studying at the Department of Law of the Academy of State Service. Started his labor activity as an engineer in the Siberian Chemical Combine in Seversk. At the same time he studied at the post-graduate courses, taught in Polytechnic Institute, headed the Department. In 1990 elected as a deputy, and on the first session – a Vice-Chairman of Tomsk Regional Council of People’s Deputies. In 1991 became a Chairman of the Regional Council of People’s Deputies. In 1993 headed the Regional Employment Service. In 1996 was appointed as a Deputy Governor of Tomsk Oblast. In 1997 was elected a deputy of the State Duma of Tomsk Oblast and in 1998 – the Chairman of the Legal Committee and a Vice-Chairman of the State Duma of Tomsk Oblast. Since 1998 has been a chairman of Tomsk Department of Interregional Social and Political Movement Soyuz radi budushchego (Union for the Sake of Future).
