The videoconference was held on the subject “Efficient Delineation of Authority between Public Authority Levels: Experience and Prospects of Regulatory Framework”.

The conference gathered the speakers of legislative assemblies of 83 constituent entities of the Russian Federation, chairmen of the Russian Federation Council, representatives of Russian Ministries and Agencies.

Boris Maltsev delivered a speech where he identified a range of vital issues involved in the process of authority delineation among public authority levels.

He suggested supplementing the Constitution with a provision stating that incomes generated from taxes collected in the regions of the country are divided into even shares among the regions and the center. In 2008, taking Tomsk Oblast as an example, that ratio was 2:1 in favor of Moscow. Currently, 50bn rubles (68%) out of the overall taxes collected in the Oblast go to the central regions, and only 25bn (32%) are kept.

Along with that proposal, Mr. Maltsev touched upon a number of other issues and ended his speech at the round table as follows.

‘I believe that in the time of crisis it would be reasonable to grant the constituent entities of the country the authority to regulate fishing activity within their borders as well as the right to provide free of charge wood resources to the citizens for their own needs. Other comments we made were sent to the Federation Council on 14 pages.’
