The Oblast lawmakers continue their visits to the region districts expecting preparation to the discussion of the Oblast coming year draft budget. Boris Maltsev and his Deputy Alexander Kupriyanets, Head of the Duma Economic Policy visited Zyryanskoye District.

Small business is being revived as well as education and culture facilities are being reconstructed in the district. The Oblast deputies have witnessed and evaluated such progress indications. They also articulated specific problems whose solving will facilitate the successful development of the district. The most acute problem is making the youth stay in the rural area.

Alexander Kupriyanets thinks that more affordable housing should be available for young professionals. Besides, Mr. Maltsev is convinced that the latter should be provided with fairly paid jobs. Strange as it may seem, the ‘drain’ of young people is triggered by their high level school education. This year 74% of Zyryanskoye school graduates entered universities. And only a few come back after graduation. The situation with vocational school graduates is far not better.

B. Maltsev: ‘There is a sound Swedish example which has been successful for decades. They do not have any 10-year schools in rural areas, only for seven grades. After graduation those who are going to enter a college go to the cities, live in hostels and continue their education. All the rest go to vocational schools, thus getting both secondary and excellent vocational education. I have visited a school for stock-breeders… With such diploma a young man is a good specialist and has a right to purchase dairy stock. He stays in the village where he has his own farm or gets employed by a local farmer. I really think we should turn to vocational education as well. And children should be brought up so that they go to vocational schools and stay in the village.’

‘Agriculture in Zyryanskoye District is the most developed branch area’, said Boris Maltsev. ‘The Tomsk Oblast State Duma can perfectly initiate development of the Oblast Target Program on Vocational Education in Rural Area. It will promote education advancing and making the general trade staff stay in the rural area.’
