April 11, 2008. The members of the Property Commission of Tomsk Oblast State Duma Budget and Finance Committee discussed a health care investment project.

This investment project is unique because Tomsk Oblast is offered to test for the first time the method of state-individual partnership aimed to create a health care institution which would provide paid medical services.

To achieve this goal, it is suggested to establish an open joint-stock company. Tomsk Oblast government comes into share with an investor, and the contribution of the Oblast to the authorized capital of the company under creation is the property which is turned into 49% of shares of the brand-new institution. The investor gains 51% of shares on condition that he/she invests not less than 143m rubles. The functions of the enterprise will include only the maintenance of the building which will be leased to a health care organization, selected in a competition, which will provide paid medical services to the population.

A great many of proposals were put forward during the meeting. They will be considered and assessed by the deputies of relevant committees - Budget and Finance Committee and Labor and Social Policy Committee.
