The Legislative Duma of Tomsk Oblast

The budget of Tomsk Oblast for 2008-2010 has been passed.
The passing of the Tomsk Oblast law in the second reading “About the regional budget for 2008 and the planning period 2009 and 2010” summed up the tense work of conciliatory commission, which has carefully considered every budget line during two months. The commission meetings took place almost every working day. As a result, some essential alterations were made in the project of the three-year budget. In the framework of conciliatory commission the working groups were created. Their purpose is to consider the most important trends: capital investments, regional target program financing, investments in the agro industrial complex development. A special meeting of the conciliatory commission was devoted to the interbudgetary relations and salary increase to the workers of budgetary field.
- The project, we – executive power, suggested and that project we approve today – are different budgets,- noted the governor of Tomsk Oblast Viktor M. Kress before the voting, who participated in the parliament meeting. He appreciated the final document.
The results of 2007 became the base for formation of budgetary incomes and expenditures in 2008. Gross Regional Product 2007 is estimated at 220 milliard roubles: it’s about 105% in comparison with planned indices. The total investment volume, drawn to the Tomsk Oblast economy – 62 milliard roubles. The average region salary – 14 400 roubles (the plan - 13 350 roubles).
The forecasting income volume of the oblast budget for 2008 – 25 114, 7 million roubles, the forecasting expenditure volume – 27 876, 2 million roubles. The oblast budget deficit for 2008 – 2761, 5 million roubles or 14, 89 % from its own incomes. It doesn’t exceed the limit of the deficit (15%), established by the Budgetary Code of the Russian Federation. On the whole, incomes of the consolidated budget for 2008 – 2010 will make about 100 milliard roubles. The income forecast for 2009 – 27 761, 4 million roubles, for 2010 – 29 691, 9 million roubles.
For three years the fund of remuneration of labor for workers who are financed from the budget will be increased in 1, 6 times at the minimum. The average salary increase for budgetary workers will make 52%, the incomes of the most poorly-paid workers will be increased in 2, 5 times. Deputies also supported the initiative of the President of the Russian Federation about the salary increase for budgetary workers by 14% since February 2008, and not since September as it has been planned before. The expenditures to the social and cultural field of Tomsk Oblast will be increased by 137, 3%: from 8, 3 milliard roubles in 2007 to 11, 4 milliard roubles in 2010.
The chairman of the budgetary and financial committee, the member of the faction “Edinaya Rossiya” (United Russia) Vladimir Ponomarenko notes that the budget which has been passed guarantees the performance of social liabilities of the state power but it doesn’t mean that they can do less for economic development of Tomsk Oblast. In particularly, there are some reserves in the budget for program implementation support of small and medium-scale businesses. The Duma is going to approve it. Expenditures on the innovation activity, address support of venture business undertakings from the direction of oblast power are also increased. Volumes of capital investments in Tomsk Oblast infrastructure development increase essentially the indices of last years.
For three years the volume of transfers to the budgets of municipal formations has been essentially increased - by 138, 7% (from 7,1 milliard roubles in 2007 to 9,9 milliard roubles in 2010). The expenditure dynamics in the agro industrial complex development in three-year budget is also positive. In sum, about 2, 4 milliard roubles will be directed to the agro industrial complex support.
The speaker Boris Maltsev is sure, that it’s impossible to improve agriculture only by budget support. “We, giving budget resources, must create conditions for private investment potential into agro industrial complex, - B. Maltsev said, - establish the optimal “game rules”. And the solutions of effective use of these resources should be solved in municipal formations on the local level”.
The deputy Anatoly Kobzev paid attention of the Legislative Assembly and the Administration of the Oblast that in 2008 the implementation of the target program of innovation activity support is finished. “Right now it’s necessary to start the development of new measures in creation of conditions for venture business”, - this suggestion was approved by the Duma colleagues.
The chairman of the State Duma of Tomsk Oblast Boris Maltsev held a traditional press-conference for journalists during the break. The speaker explained why the passed budget for 2008 and for the planning period 2009 - 2010 didn’t evoke “hot arguments” at the meeting:
- In the first place, it says about the quality of the draft. When the budget was passed in the first reading the conciliatory commission was created in order to complete it. This commission worked almost two months daily. About 200 suggestions were considered, thorough analysis of social and economic problems was carried out, ways of solution are planned. As a result between the first and the second reading the budget underwent the most serious corrections… We have the unique mechanism in our country in order to pass the budget – Conciliatory Commission, which for the period of budget formations is above both executive and legislative powers.
The speaker gave “4 points” to the work of the Duma of new convocation using the 5-scale system and commented:
- On the one hand, for 9 incomplete months we have approved 850 resolutions, passed 213 laws, 85 of which are base. None of our solutions was rejected by the court. It characterizes the quality of our work. It’s the advantage. But we also have a disadvantage: we reduced the rate of passing new base laws. And it influences the quality of our electors’ life… Our citizen is not protected by laws sufficiently. And, undoubtedly, we are going to work at it.
According to the resolution of the regional parliament, in 2008 expenditures of the regional budget directed to the investment and innovation activity in Tomsk Oblast will make 4,3 milliard roubles, it’s more than index of 2007. These resources are in the budget for 2008-2010. However, in order to support the main financial document of the oblast deputies passed the law “About expenditures of the regional budget, ensuring investment and innovation activity in Tomsk oblast for 2008”, which accumulates, structures, systematizes all measures and expenditures intended for the economic development of our region.
The speaker of the Duma Boris Maltsev emphasized the originality of this law – none of our Siberian regions passed the similar document. The peculiarity of the next year will be the double assignment increase of small-scale business support.
As always, regional deputies considered and supported a number of social laws.
A number of drafts in agriculture were considered. One of the drafts, considered in the second reading, supposes making alterations in the regional law which is currently in force about state support of agricultural production. In particular, alterations determine the notion of agricultural producer. Such producer is a businessman, whose agricultural production makes nor less than 70%. Before this index has been 50%. The laws were approved by deputies.
In the second reading the Administration of the Oblast introduced the project of the regional target program about small and medium-scale business development for 2008-2010. From authors’ point of view the implementation of a new program allows:
- to increase the contribution of small and medium-scale business to the Gross Regional Product up to 20 %;
- to increase the proportion of innovation enterprises of small and medium-scale business in the production of goods and services;
- to increase the proportion of workers on the subjects of small and medium-scale businesses up to 50 % by 2010, and also solve the problems of population employment in municipal formations of Tomsk oblast;
- to draw the finances of budgets of other levels in business, and also draw the off budgetary investments.
477 million roubles are planed to use for the program financing: finances of federal budget – 186 millions, regional budget – 240 million, finances of municipal formations – 51 million. Deputies passed the document unanimously.
