X Session of the Tomsk Oblast State Duma
was held on November 29, 2007
About 50 questions were considered at the Session.
The deputies took into consideration the information from the Administration of Tomsk Oblast about the performance of the regional and consolidated budgets of Tomsk Oblast during 9 months of 2007.
For 9 months of 2007 in terms of incomes, the regional budget is performed in 91.7% of the plan for 9 months and in 68.9% of the annual plan. Underperformance in terms of incomes is 1.3 billion rubles, the reason is that in 2006 the main taxpayer - Tomskneft overpaid almost 1.8 billion rubles of profit tax. Over-fulfillment of the plan in tax collection from physical persons (566 million rubles) helped to partially compensate the losses.
The total expenditures of the regional budget for 9 months of 2007 were 60% of the annual plan, 95% of the plan for 9 months.
The consolidated budget is fulfilled with surplus 1.9 billion rubles for 9 months. The budgets of 20 municipal formations were also fulfilled with surplus.
The regional targeted program Preventive measures against crimes and other offences in the territory of Tomsk Oblast for 2008-2009 was approved. The aim of the program is to increase the social safety of citizens of Tomsk Oblast. The financing of the program is 17.5 million rubles for two years.
A bill about labor veterans of Tomsk Oblast was passed in the second reading. Honorary title of Tomsk Oblast Veteran of Labor of Tomsk Oblast was established by the law; the conditions and procedure of its assumption were defined as well as the measures of social assistance were determined.
In two readings the amendments were introduced in the regional targeted program about the development of small business for 2005-2007, as well as in the first reading a number of amendments were introduced in the regional Law On state support of small business in Tomsk Oblast. Though the main attention was paid to the project of regional targeted program for small and medium business development for 2008-2010.
Following the results of 2006 there were about 9948 small enterprises in the Oblast, which was 30 % more than in 2005; and in the first quarter of 2007 a number of small enterprises was 12960. High rate of growth allowed Tomsk Oblast in 2006 to obtain the leading position among the regions of the Russian Federation by the increase of a number of small enterprises per 100 thousand of population - 221.9 ( in the Siberian Federal District - 37.4, in Russia - 37.3). Money turnover of small enterprises is also increasing. According to the results of 2006 it has already achieved 91 billion rubles or 161% of the level of 2005 in current prices (in the Siberian Federal District - 138.3%, in Russia - 115%).
Implementation of a new program will allow:- increase the contribution of small and medium business to the gross regional product up to 20%;- increase the proportion of innovation enterprises of small and medium business in the production of goods and services;- increase the proportion of employees in small and medium business up to 50% by 2010, and also to solve the problems of population employment in municipal formations of Tomsk Oblast;- attraction the finances of budgets of other levels in business, as well as the off-budgetary investments.477 million rubles is planed to use for financing of the program: from the federal budget - 186 millions, from the regional budget - 240 million, finances of municipal formations - 51 million.
The regional targeted program Fire safety in the budgetary institutions of Tomsk Oblast for 2008-2010 was approved. The aim of the program is to increase the level of fire safety of citizens in the institutions. 60 million rubles are planned to be allocated for the following 3 years.
Deputies voted for the validity extending of main laws of Tomsk Oblast for 2008 regulating the measures of social assistance to specific categories of citizens. The government also will help pensioners, labor veterans, workers of home front, rehabilitated people, and specialists working in rural areas, etc.
A number of amendments were introduced in the targeted program Provision of state assistance to young families to buy or construct accommodation in the territory of Tomsk Oblast for 2006-2010. To fulfill this program in 2007, 211.3 million rubles will be allocated from all sources. It will provide assistance to 182 families to improve their living conditions. For 2008, 2009 and 2010 the finances (121.9 million rubles) are planned for every year providing 163 young families with apartments annually.
The amendments in the budget of Tomsk Oblast for 2007 were approved. Incomes and expenditures of the regional budget will be left without changes, correspondingly - 22.8 billion rubles, expenditures - 24.7 billion rubles, deficit of the budget - 1.9 billion rubles (not counting financial assistance of the federal budget). Capital expenditures of the regional budget will be 2.5 billion rubles.
In the first reading amendments in the law of Tomsk Oblast On state assistance of youth and child’s social associations in the territory of Tomsk Oblast were approved. The amendments will allow expanding the list of profile organizations, which use budgetary support. Forms of collaborations of government and child’s and youth organizations became more versatile.
The results of the contest If I were a deputy ... were summed up. This year more than 100 projects were introduced. The awarding ceremony will take place on the New Year Eve.
Sergey Tochilin, the first deputy of the governor of Tomsk Oblast, delivered his speech in the program A Governor’s Hour informing about implementation of priority national projects in Tomsk Oblast.
The national project Health. 108 general practitioners and district physicians underwent a retraining. This year more than 190 million rubles have been allocated to additional payment for doctors and nurses. In 2007 from 149 items of equipment which were ordered, 145 items of equipment have been received to the amount of more than 111 million rubles.
The national project Education. Last year the total volume of financing was more than 1 billion rubles, this year it is more than 1.5 billion. State assistance was provided for 42 educational institutions and 138 best teachers. All 335 schools have access to the Internet. 18 buses were bought and 12 were planned for purchase for schools. Three higher educational institutions received more than a billion rubles. Many schools received equipment for special study rooms, teaching aids and books. Millions of rubles were allocated to support the talented youth in vocational schools which introduce innovation programs.
The national project Housing. Stable growth of housing construction in Tomsk Oblast and the received financing let to solve a number of essential problems. For instance, due to the state support 190 young families will receive apartments. 400 million rubles will be spent for moving from ramshackle and hazardous buildings (500 families).
The national project <b>Development of Agroindustrial Complex. Last year 2 billion rubles were attracted to implement this project, this year - 2.2 billion. 5.5 billion rubles will be spent to reconstruct and build nine cattle-breeding complexes. Mezheninovskaya poultry farm is planning to increase the production of poultry in the near future in 2.5 times, “Tomskaya” - in 10 times. Credit and loan finances are also attracted to the countryside by small business management (more than 1 billion troubles). About 3600 farms and subsidiary small-holdings took loans to develop agricultural production. More than 7.5 thousand citizens received loans in credit cooperatives. 177 young specialists received accomodation.
In A Governor’s Hour the deputies listened to the information about the development and fulfillment of programs of social and economic development of municipal formations of Tomsk Oblast. The speaker was Boris Mozgolin, the Governor Deputy. All 140 municipal formations of the Oblast have such programs today (here Tomsk Oblast is leading in the Siberian Federal District). It allows starting their financing.
Boris Maltsev, the Chairman of the State Duma of Tomsk Oblast, between the meetings during the break held a traditional press-conference for journalists, where he emphasized that the bills which were approved at the Xth meeting of the Duma are targeted at social issues.
- We have achieved certain success, we can report back to the electors, and there are good perspectives for life improvement of people in Tomsk Oblast.
