IX Session of the Tomsk Oblast State Duma
On the 25th of October IX Session of the Tomsk Oblast State Duma was held.
47 questions and 28 bills were debated at the Session.
In order to improve the life conditions of some categories of citizens some bills were directed. They are about labour protection, social help to pensioners and invalids who don’t work, social support of students from vocational schools, financing of small village schools and the law about veterans of labour.
The alterations were made in some operating programs. Namely, the programs about drinking water, development of physical training and sport, patriotic upbringing of citizens, protection of ecological safety and environment, hydraulic installation safety. The alterations to the law “About the regional budget for 2007” were made. Taking into account the amendments, the incomes of the regional budget will make 22,8 billion roubles, the expenditures - 24,7 billion roubles, the deficit of the budget - 1,9 billion roubles (without taking into account the assistance from federal budget).
In “An hour of the governor” deputies listened to the information from the administration of Tomsk oblast about the preparation of specialists for the economics of Tomsk oblast in the system of primary and secondary vocational education.
In two readings the amendments into the Law of Tomsk oblast were inserted “About the reductive system of taxation on the base of patent on the territory of Tomsk oblast”. The alterations in the federal legislation broaden the list of types of business activities. The given system of taxation permits their realization. In particular, repair works and dwelling building and other constructions, services of interior decoration of houses and services of artistic setting, services in taking glass-ware and secondary raw materials, bread and confectionary production etc are under this law.
During the break between two conferences the chairman of the State Duma of Tomsk Oblast B. Maltsev held a traditional press-conference for journalists. The chairman of the Duma paid a great attention to the personnel questions: “… a meeting of the Council of lawmakers of Russia took place less than a month ago, where I took direct part and Vladimir Vladimirovich Putin conducted it. The meeting of the Council was dedicated to one question - preparation of the specialists for national economy of the country. The initial point of discussion - a modern labour market makes new, higher demands to the quality of specialists preparation…..Modern state of Tomsk economics is that it’s necessary to find non-standard approaches in the field of management. For this purpose we need specialists of the absolutely new level”.
