VIII Session of the Tomsk Oblast State Duma

On September 27, 2007 VIII Session of the Tomsk Oblast State Duma was held.The agenda included 44 questions, 29 bills. The draft budget of Tomsk Oblast was approved in the first reading for the following three years. For further work on the main financial document of the Oblast a conciliation committee of 16 people was formed.

The target Oblast program “Preventive measures for oncogynecological diseases and rehabilitation of women who have suffered from these diseases for 2008-2010” was approved. The aim of the program is to increase the effectiveness of early detection of cancer of female reproductive system, rehabilitation of women with oncogynecological conditions, to increase life quality among patients with cancer. Expenditures from the Tomsk Oblast budget for implementation of this program within 3 years are estimated at over 10 mln rubles.

The deputies examined a package of bills on regulation of social relations. Amendments to the Tomsk Oblast law on education passed the first reading. The bill introduces a new concept of a “small school”, i.e. school with reduced number of students.

Moreover, the amendments determine procedures for enrollment of children to Tomsk Oblast boarding schools. Bills on municipal governance regulation, a bill on the work of juvenile commissions and other bills were considered.

During “A Governor’s Hour” the deputies listened to the report of Vladimir Prets, Head of the Territorial Administration of the Federal Agency for Management of Special Economic Zones, on the subject “Current state of affairs in creation of the special economic zone of technical and innovation type in Tomsk”. Vladimir Prets gave an account of what has been done since January 2006. He also told the deputies about the plans for SEZ infrastructure development.

He also outlined that the Tomsk was the first in Russia to host a SEZ. Last year 347 mln rubles of the budget money were spent the SEZ development. The plan for the current year is to spend 700 mln rubles. Prets assured the deputies that the main problems for the SEZ development are resolved. However, the deputies wanted to be informed about all the problems related to the SEZ. Why is the allotted money assimilated slowly? How much efficiently are the financial resources from Tomsk Oblast budget used? What advantages will Tomsk Oblast have with the SEZ creation?

The deputies also made a number of addresses both to the Head of the Russian Government and to the Speaker of the State Duma of the Russian Federation. In particular, the Oblast deputies introduced a legislative initiative in the State Duma of the Russian Federation to change Clause 6 of the Federal Constitutional Law On the State Flag of the Russian Federation for all state and municipal institutions to be permitted to hoist the State Flag at any time. At present it is allowed to hoist the Russian national flag on the state and municipal institutions only during national holidays and ceremonial events.
