47TH SESSION OF THE TOMSK OBLAST DUMA OF THE 5TH CONVOCATION
On November 26, 2015 the 47th session of the Tomsk Oblast Legislative Duma of the 5th convocation was held. At the start of the session Speaker Oksana Kozlovskaya invited the audience to observe a moment of silence in tribute to the memory of the victims of the tragic events of the autumn 2015.
“This autumn’s events will be recorded in the national history as the time of pain and sorrow about the tragic deaths of hundreds of people in different corners of the world: terrorist attacks in Paris, Turkey, Lebanon, Yemen, Tunisia and Mali; ISIS massacre of 200 Syrian children; the biggest ever Russian plane crash in Egypt’s Sinai Peninsula.
Terrorism has declared war on the entire global society. I believe, it is not right to talk today about other subjects however important they are. In the light of new threats many countries have put on full alert their national safety systems. Russia is no exception.”
Oblast budget 2015 increased
Government support for agricultural producers, non-commercial organizations, school teachers and museums will be increased. The Duma deputies adopted in two readings amendments to the Oblast budget 2015.
Tomsk Oblast will receive extra non-repayable receipts from the federal budget in the amount of 87.4m rubles. Most of it (72.3m rubles) will be spent on the development of agricultural production: 26m rubles on crop farming; 32m rubles on animal farming; and 14m rubles on economically important crop farming programs (flax). Through redistribution of funds among government programs, 64m rubles will be allocated to provide to farmers partial reimbursement of equipment and machinery upgrade costs.
Patents for foreign workers
The cost of the patent for migrant workers in Tomsk Oblast will stay flat in 2016 vs 2015 and will be 2,500 rubles. This helps support the sectors which employ the most migrants.
Duma deputy Lev Pichurin asked how the price of the patent in Tomsk Oblast compares with the other regions in the Siberian Federal District. Chairman of the Budgetary and Financial Committee of the Duma Aleksander Kupriyanets explained that Tomsk Oblast has one of the lowest prices of the labor patent.
“Our neighbors are considering regional coefficients for 2016 at which the price of the patent will exceed 3,000 rubles per month: it will be 4,500 rubles in Novosibirsk Oblast; 3,000 rubles in Krasnoyarsk Krai; and 3,476 rubles in Kemerovo Oblast.
The Duma deputies supported in two readings the proposal to keep the price of the labor patent at 2,500 rubles.
Responsibility for children walking at night alone
The Tomsk Oblast Duma deputies will submit to the Russian State Duma a proposal on amendments to the Administrative Code of the Russian Federation.
They propose to amend Article 5.35 of the Code to introduce parental responsibility for a single case of leaving a minor child unattended in public places at night.
Such provision existed in the Administrative Code of Tomsk Oblast before but the Supreme Court of Russia ruled it non-compliant with the federal legislation and it was abolished.
