46TH SESSION OF THE TOMSK OBLAST DUMA OF THE 5TH CONVOCATION

Speaker Oksana Kozlovskaya opened the session with her traditional address to the Duma deputies. She said, among other things:

“For the first time since 2008, global trade has shrunk by more than 8% and the global GDP by almost 3.5%. Nobody has been able so far to propose a solution to quickly stabilize the situation.

These assumptions are of critical importance for all countries in the world when building a long-term development model. Russia is no exception.

What needs to be changed and how? What reforms are needed and how much time they will take? Seeking answers to these questions was the starting point at the Russian Government’s session to discuss the Development Strategy of Russia 2030. For the first time in the national history the national development strategy will be based on today’s realities and future technological advances.

The social and economic development priorities of the federal budget for 2016 are being discussed with those assumptions in mind.”

Yuri Pogudin – new deputy of the Legislative Duma of Tomsk Oblast

The Oblast Duma Deputies accredited as the deputy of the Duma member of the Communist Party Yuri Pogudin. He takes the seat of Andrey Petrov who was elected into the Tomsk City Duma. The new deputy’s credentials are enforced by a resolution by the regional election commission dated September 25, 2015 “On passing a vacant deputy mandate to a registered candidate from the list of candidates submitted by the Tomsk Regional Office of the Communist Party of the Russian Federation.”

Oblast budget passed the first reading

The Duma deputies adopted the draft budget for 2016-2018. It is based on 23 governmental programs of Tomsk Oblast.

For 2016, the Oblast is budgeting revenues of 50.8bn rubles and expenditures of 54.3bn rubles. Tax and non-tax revenues are estimated at 46.9bn rubles. Key sources of budget revenues will be, as always, corporate profit and property taxes, personal income tax, and excise tax. The draft budget 2016 has preserved its social dimension: social items account for about 60% of all spending.

Priorities are May Presidential decrees on salaries for workers of state-funded organizations, healthcare and education, and support for the real economy.

Spending on healthcare totals 8.8bn rubles.

Education – 15.3bn rubles.

Over 9bn rubles was budgeted for the development of real economy and almost half of this amount will be spent on supporting small and innovative business.

Government support for municipal entities stays flat.

The deficit is estimated at 3.5bn rubles.

The budgeted deficit and national debt of Tomsk Oblast do not exceed the limits established in the Budget Code of the Russian Federation.

The deputies unanimously voted to pass the draft budget 2016-2018 in the first reading.

Tax holidays

The Oblast Duma deputies spoke in support of the small and medium business and passed in two readings amendments to laws on tax benefits and even introduced temporary tax exemptions for some starting businesses.

Tomsk Oblast is the only region in the Siberian Federal District to have adopted such preferences. These ‘tax holidays’ will stimulate the development of certain sectors of the economy and help legalize many companies and sole proprietorships.

Large projects in the closed city

An economically stable single-industry city is turning into a territory of advanced social and economic growth (TASEG). The city is the closed city of Seversk.

During the Governor’s Hour session the Oblast deputies were presented with a report by Deputy Governor for Economy Andrey Antonov on a joint project of the Oblast Administration and the state-run corporation Rosatom to set up a territory of advanced social and economic growth (TASEG) in Seversk.
