DRAFT OBLAST BUDGET FOR THE NEXT THREE YEARS SUBMITTED TO THE DUMA
Deputy Speaker of the Oblast Duma and Head of the Budgetary and Financial Committee Aleksander Kupriyanets informed that Governor Sergey Zhvachkin submitted to the Oblast Duma the key financial document of the region, the bill On the Oblast budget for 2016 and planning period of 2017 and 2018.
“The bill was submitted on time and in compliance with the regional legislation. For now, it is only preliminary assumptions.”
In 2016, the revenues of the Oblast budget will approximately total 50.8bn rubles net of earmarked receipts from the federal budget. Expenditures are estimated at 54.3bn rubles and the deficit at 3.5bn rubles.
In accordance with the regional law On budgeting in Tomsk Oblast Speaker Oksana Kozlovskaya will forward the bill for review to the Oblast Duma committees and the Chamber of Audit and Accounts.
At the end of October the bill will be discussed in the first reading at the 46th session of the Duma. The Oblast Duma deputies will discuss the socioeconomic development forecast of Tomsk Oblast for 2016 and until 2018, key areas of the fiscal policy and key parameters of the Oblast budget. Then the bill will be reviewed by the Conciliation Committee who will prepare it for the second reading and update it to reflect proposals and recommendations by holders of legislative initiative.
