Innovative regions work on protecting intellectual property
The Science and Innovations Commission of the Russian Council of Legislators held a regular session to discuss the regions’ proposals for the long-term government strategy on intellectual property.
The session was led by chairman of the Commission, speaker of the Legislative Duma of Tomsk Oblast Oksana Kozlovskaya and first deputy of the chairman Viktor Kosourov.
The participants at the discussion agreed that intellectual property is becoming a tool for global competition shaping new forms of geopolitical influence and bringing technological self-sufficiency. Mechanisms to manage intellectual property are key for sustainable development and self-sufficiency of the national economy, intellectual development and increasing wellbeing of the population. Today, the contribution from intellectual property to the country’s GDP does not exceed 1%. China has become a global leader for registered international patents. Whereas in Russia it often happens that Russian-grown innovative ideas return to the country as fully shaped foreign technologies and products.
A concept of the long-term government strategy on intellectual property was presented at the session. Oksana Kozlovskaya highly appreciated the fact that the member regions of the Association of Innovative Regions of Russia were able to contribute to the development of the concept.
“The system of reviewing legislative initiatives in the commissions of the Council of Legislators has been working for two years already. AIRR utilizes a certain financial resource to help work on innovative development items originated by the regions. Then our commission for science and innovations comes into play and gives the documents a proper status. After that they are submitted for review to the Russian State Duma and the relevant Ministries. We have already produced two important documents. They are the model law on innovation activity and the summarized monitoring of Russian regional legislation on innovations.”
