The Legislative Duma of Tomsk Oblast

TOMSK MEANS MOVING FORWARD!

The Oblast deputies took part in the plenary session of the UNOVUS forum which started on May 21 in Tomsk. They visited the exposition Substitution of imports and priority development and looked at new research-based products.

Leonid Glok, Vladimir Kravchenko, and Natalia Baryshnikova shared their impressions from the opening ceremony.

Leonid Glok said that this year the exposition was smaller than in 2014. However, more important is that it provides an opportunity for young researchers and young entrepreneurs to demonstrate their products to the public.

“I was impressed by new sources of energy and composite materials for construction and device engineering applications. It is sad that large businesses take no interest in the commercialization of products developed by young scientists. Instead of large businesses, they have to rely on individual consumers.”

Vladimir Kravchenko saw correlations between the 2014 executive government performance report and the presentation delivered by Tomsk Oblast Governor Sergey Zhvachkin at the opening ceremony.

“Last month, the Governor presented his performance report to the Tomsk Oblast Duma deputies. At the opening ceremony he gave a presentation Tomsk – a City of Leading Opportunities. In both presentations he focused on the INOTomsk project and the research and educational complex. Those are key drivers of the region’s progress. When the forum ends, people will return to their current day challenges. The deputies know that this project is vital for the region. We will travel to the districts and tell people about innovative development, our prospects, large investment projects. We will show them that the region is developing, building new houses and facilities. They will see it is worth living and working here.”

Natalia Baryshnikova said she was delighted that the forum takes place in Tomsk. “This forum organically flows from the innovative initiatives undertaken at the national level. It serves the purpose of raising the status of Tomsk Oblast and making it more influential in a number of aspects, including legislative work.”

On the opening day the Association of Innovative Regions of Russia (AIRR) was celebrating its 5th anniversary. For five years already AIRR has been successfully implementing its socio-economic and innovation policies. The member regions provide a significant impact on the development of the country. Fourteen member regions account for more than one-third of the innovative exports of Russia. Innovations are the main driver of economic development. They are the foundation for the country’s today and future. Tomsk Oblast Duma Speaker Oksana Kozlovskaya chairs the AIRR Legislation Committee. The leading member regions have helped create a model law on innovations for the entire country. The memorandum on the creation of the Association of Innovative Regions of Russia was signed on May 21, 2010 in Tomsk during the 13th innovation forum Innovus.
