At the beginning of the session Duma Speaker Oksana Kozlovskaya addressed the deputies with her traditional speech.

“May was rich in events. The most prominent one was the 70th anniversary of the victory in the Great Patriotic War. 20 million people joined the celebrations on May 9 in all 85 regions of Russia. Leaders and delegations from more than 30 countries took part in the Victory Parade in Moscow. Dozens of countries celebrated the Victory Day. Hundreds of thousands people went out to the streets in the US and Germany, Israel and Baltic States. Four years ago, Tomsk launched the Immortal Regiment movement. This year, 50,000 people from Tomsk Oblast took part in the events. Over the four years the movement has spanned across the borders of Russia and united 12 million Russians and 15 foreign countries. On May 9, Russian President Vladimir Putin took part in the Immortal Regiment march with his compatriots.”

Valery Paderin presented his first report to the Duma

Business Ombudsman for Tomsk Oblast Valery Paderin presented a report on the results of his work in 2014 and told the deputies about the current situation with the protection of rights and legitimate interests of entrepreneurs in the region. In 2014, he worked on establishing the institution of the Business Ombudsman, setting up necessary organizational and technical mechanisms, and creating an infrastructure for efficient functioning of the entire system for the protection of entrepreneurs rights. The report was followed by a Q & A session.

Oleg Gromov asked what the Duma could do to make the life of small business easier. Nikolay Vyatkin wanted to know why almost 17% of Tomsk entrepreneurs quit from their businesses. Vasily Semkin asked what the Business Ombudsman needs to be more efficient. Sergey Bryansky had a question about the cadastral problem and asked who exactly performed the cadastral valuation of land in Tomsk Oblast. He also asked what should be done to help entrepreneurs come out of the shadow. Aleksey Fedorov had a question about issues in public procurement; Vladimir Kazakov was asking about labor resources, reduction in jobs, and envelope wages; Galina Nemtseva wanted to hear about Business Ombudsman assistants in the districts of the region and the right of legislative initiative. During the discussion Oleg Gromov thanked the Oblast Prosecutor’s Office for making sure business does not suffer from unreasonable audits. Arkady Eskin commented that the Ombudsman had done a good job in his first year of office.

Wrapping up the discussion Duma Speaker Oksana Kozlovskaya said that the business ombudsman institution has proved efficient and useful. The examples given today deserve attention and approval, which means that people believe in this institution. That is most important.

Eight new nursery schools to be opened this year

The Oblast deputies discussed the information presented by Deputy Governor of Tomsk Oblast for social policy Chingis Akatayev, on the implementation of the Presidential Decree to provide enough places in nursery schools for children between 3 to 7 years of age.

The deputies asked questions. Vladimir Kravchenko asked about the burden on the budgets at all levels to reduce the waiting lists of nursery schools. Oleg Gromov asked about the total number of children on the waiting list. Chingis Akatayev said it was more than 28,500 children. In 2014, the number was 32,000. The number of children in nursery schools today is 53,000. 21,000 children are not registered as waiting for a place. Andrey Petrov asked when there was going to be enough places in nursery schools for all children between 3 to 7 years of age. Aleksander Tereschenko asked who was responsible for construction defects referring to the repairs of a nursery school building in one of the districts. Oleg Shuteyev asked how many new nursery schools would be commissioned in 2015 in Tomsk. The answer was 8.

Tomsk Oblast to have its own Land Code

The deputies adopted in the first reading the law On land relations in Tomsk Oblast. The need for a new law is driven by the enforcement on March 1, 2015 of a number of federal laws which significantly changed the Land Code of the Russian Federation and other federal laws governing land relations.

The new law will:

– Define the scopes of authority of regional and local governing bodies in terms of land relations

– Define eligibility for getting a free land plot and the procedure for applicants

– Describe the procedure for registering multi-child families eligible for a free land plot and the procedure for providing land plots (for example, the number of children for a priority provision of land was reduced from 5 to 4).

– Describe situations when land plots can be leased without an auction

– Stipulate that the tenancy period for land leased for the purposes of construction and operation of social-purpose tenement buildings shall not exceed 49 years

– Determine the procedure for establishing the amount of the easement agreement which shall be established at half the rate paid for the lease of the portion of land plot covered by easement.
