Region’s development horizon of 15 years
The deputies of the Tomsk Oblast Duma Economic Policy Committee discussed the draft strategy of the social and economic development of Tomsk Oblast for 2030. It is an updated version of the effective strategy, very different from the previous one.
The regional strategy describes the region’s development priorities, strategy milestones, three development scenarios, and key performance indicators for 2030. The document was developed in compliance with the federal and regional legislation. The developers assert that the updated strategy responds to the existing economic challenges. They also say that the approach to the implementation of the strategy will in many ways depend on the legislative, administrative and financial decisions.
Deputy Governor for Economy Andrey Antonov summarized the results of the previous strategy-2020. He said, the region made good progress. All basic development thrusts and large infrastructural projects were completed.
“The INOTomsk 2020 concept was approved at the federal level, the SEZ is functioning well, projects are in progress to create clusters of nuclear, agricultural, and forest industry enterprises.”
Life expectancy increased, personal incomes grew, death and poverty rates went down. There is more housing being built, and physical culture and sports are demonstrating growth. The region has become more attractive for investors, the universities have improved their competitive status to a great extent. Key challenges remain: inadequate industrial growth, low output of innovations, low innovative attractiveness, lagging performance on the development of natural resources. The region’s road network is still underdeveloped with geographically scattered locations.
The updated strategy focuses on the INOTomsk concept as the primary thrust of the strategic development of Tomsk Oblast. Head of the Government Regulation of Economy Department of the Russian Presidential Academy of National Economy and Public Administration Vladimir Klimanov – one of the developers of the strategy – presented to the deputies the ideology and expectations behind the strategy.
