Foreign labor patent

 On January 1, 2015 a new law On setting in 2015 a special labor market coefficient for the calculation of individual income tax for certain categories of foreign citizens employed in Tomsk Oblast under a patent came into force. The coefficient applies to migrant workers from visa free countries.

The new law establishes the 2015 coefficient at 2.55. It will be used for the calculation of a lump sum advance payment on individual income tax for foreign citizens acquiring a labor patent for employment in the region. In Tomsk Oblast, the labor patent will cost 4,000 rubles.

Free legal services

Provide pensioners and unemployed group III disabled individuals with qualified legal services free of charge. The new amendments to the law On free legal services for Russian citizens in Tomsk Oblast.The amendments came into force on January 1, 2015.

Social laws enforced

 On January 1, 2015 certain regulations of the Oblast law On social support for physically challenged people in Tomsk Oblast came into force which provide disabled children with cancer and individuals accompanying them with a free flight to a place of medical treatment. Since January 1, 2015 the procedure for granting the benefit is established by the Oblast Administration.

The Tomsk Oblast Duma deputies also kept the social taxi service for disabled individuals. This right used to be provided by the Oblast law On social services for citizens in Tomsk Oblast which lost effect on January 1, 2015 upon adoption of a new law.

The 2015 budget provides 2.8m rubles to support the new regulations.

Housing for families with three children

 Tomsk Oblast enhanced the scope of government support for families with three or more children. On January 1, 2015 new regulations of the Oblast law On social support for citizens with dependent children came into force which provide a lump sum allowance for the improvement of living conditions to families which give birth to three or more children at once.

After December 31, 2014 and their per capita incomes are below double subsistence minimum rate established in Tomsk Oblast – around 17,500 rubles.

The amount of the lump sum allowance is calculated by multiplying the standard floor area rate by the average price of one square meter of housing in the preferred municipal entity. The 2015 budget provides 8.2m rubles to support the new regulations.
