Speaker of the Legislative Duma of Tomsk Oblast Oksana Kozlovskaya took part in the international economic forum in St. Petersburg

Speaker of the Tomsk Oblast Duma and chairman of the Legislation Committee of the Association of Innovative Regions of Russia Oksana Kozlovskaya presented a model regional law on innovation policy at an annual session of AIRR at the international economic forum in St. Petersburg. The participants at the meeting also discussed the AIRR’s results in 2013.

The session was attended by Speaker of the Russian State Duma Sergey Naryshkin, Deputy Prime Minister of the Russian Federation Arkady Dvorkovich, Deputy Minister of Finance Andrey Ivanov, governors of AIRR member regions, Executive Director of AIRR Ivan Bortnik and heads of AIRR committees.

Last year AIRR member regions were actively involved in the development of federal and regional legislation, development of innovation infrastructure in the regions, implementation of TechUspeh projects and engagement of the young in innovative entrepreneurship.

One of the key achievements was a draft Order by the Ministry of Economic Development of Russia on determining cases for conclusion of life cycle contracts and applying a cost of ownership criterion to the resulting product. AIRR helped develop many provisions in the document.

The Association worked a lot on improving the regional regulatory framework for innovations. Laws on innovations were revised in 12 member regions. Regional public procurement laws were brought in compliance with the federal law On the federal procurement contracts system. Regional registers of innovative products were developed. AIRR also contributed to the development of a federal register published at www.startbase.ru. The list currently features 154 innovative products, among them items submitted by AIRR.

The AIRR Legislation Committee headed by Speaker of the Legislative Duma of Tomsk Oblast Oksana Kozlovskaya developed a model law on innovation activity for all regions of Russia. The work was initiated in 2013 by a work group presided by Speaker of the Russian State Duma Sergey Naryshkin. Regional and federal experts, universities and organizations have already provided more than 130 comments to the bill. The bill was reviewed by the Expert Council of the Committee for Science and High Technology of the Russian State Duma and recommended for further improvement based on the received feedback. After a review at a general session of AIRR, the bill will be submitted to a review by the work group at the Russian State Duma in the fall of 2014.

In Russia the practice of model laws is used only in cooperation of CIS countries or at the federal level in the development of direct effect laws for regions. Regional parliaments have almost no experience in the development of such laws. Still, there is global experience which can be used.

Model laws are regulations for real laws. Model law is a document which sets a framework which regional parliaments should fill with contents taking into account specific features of the socioeconomic development of their region. Taking the model law on the innovation policy for example, all regions which want to adopt such a law share the intent to make innovative development their priority. At the same time, each region will determine the specific aspects of its innovative model by itself.

Adoption of the model law will not only help the regions to set a path for the development of a regulatory framework for innovations but also promote utilization of best regional law-making practices used by leading regions.
