20th anniversary of the Legislative Duma of Tomsk Oblast

On April 14, 1994 the first session of the Tomsk Oblast Duma took place. To commemorate the event, an exhibition of historical documents was held in the Oblast Archive under the name History of Russian Parliamentary Practice: Celebrating the 20th Anniversary of the Legislative Duma of Tomsk Oblast.

The exhibition featured genuine historical documents on the Russian parliamentary history from the collection of the National Archive of Tomsk Oblast. In total, around 150 documents were exhibited, among them:

– Manifesto of Emperor Nicholas II of October 17, 1905

– Materials on elections to the State Duma of the 1st-4th convocations and to the Constituent Assembly

– Documents from the Soviet period of popular representation related to Tomsk deputies on various Councils

Special importance was given to the daily work of the Legislative (State) Duma of Tomsk Oblast. Genuine documents and pictures related to the most prominent milestones of the Duma’s activity in all five convocations were exhibited.

The program of celebrations also included the Third National Conference Russian Parliamentarism: Regional Dimension.

April 27th is the Day of Parliamentarism in Russia. It is an important date in the history of Russia and a special day for the Oblast deputies. Tomsk Oblast citizens sat on the first Russian Parliament in 1906-1917. In total, there were 20 deputies representing Tomsk and Tomsk Oblast in the Russian State Duma of the 1st-4th convocations, among them two members of the State Council. The modern Russian parliament is 20 years old, but it has always remained young.

It was the Oblast Duma of the 1st convocation who adopted the fundamental legal document – the Charter (Basic Law) of Tomsk Oblast.

The conference gathered 40 presenters: doctors of science, political scientists, lawyers, lawmakers, representatives of regional parliaments.

Among the speakers who opened the plenary session were guests from Moscow, St. Petersburg, and Paris.
