Tomsk Oblast Duma Speaker Oksana Kozlovskaya took part in the Krasnoyarsk Economic Forum
Speaker of the Legislative Duma of Tomsk Oblast, head of the Legislation Committee of the Association of Innovative Regions of Russia (AIRR) Oksana Kozlovskaya delivered an opening address before the discussion on legislative barriers for innovative development and initiatives to improve legislation in the sphere of innovations.
Oksana Kozlovskaya believes that "this analysis of regional legislation dedicated to the stimulation of innovation activity is the first attempt to identify best regional practices for the development of innovations".
First local laws on innovations were adopted in Russia in 1994 in the Republics of Bashkortostan and Tatarstan, Novosibirsk and Tomsk Oblasts. The deputies shared their memories that it was pure guesswork, they worked without any federal legislation to be guided by. There are twelve member regions in the AIRR now. Some place emphasis on the development of their research complex, university spin-offs, R&D activity, others focus on the development of industry.
