On May 22-23, 2013 Tomsk hosted the 15th Innovation Forum INNOVUS sponsored by the Administration of Tomsk Oblast and the Russian Presidential Academy of National Economy and Public Administration.

The motto of INNOVUS 2013 is “Energy of Innovation Development”. For the first time ever in Russia the role of the raw materials sectors in the innovative development of Russia and its regions was discussed. Implementation of innovative solutions in the oil and gas industry, power sector, and nuclear industry was the subject of the panel discussion “Energy of Innovation Development” and roundtable workshops attended by subject matter experts and representatives of business and government. The forum also hosted events organized by the federal development institutes.

The program of the forum also included expositions of innovative technologies and solutions. For the first time Russian and foreign top level scientists delivered public lectures in Tomsk.

Among the participants of INNOVUS 2013 were representatives of the Russian Government, Federal Assembly, various federal agencies, and office of the Russian Presidential Plenipotentiary Envoy to the Siberian Federal District; leaders of Russian regions; top managers of big companies; Russian and foreign experts. Partners of the forum were Gazprom, Sibur, Gazprombank and other companies.

The forum also hosted a session of the committees of the Association of Innovative Regions of Russia. Rustam Minnikhanov, President of Tatarstan, Chairman of the AIRR Council, presided the session. Among the attendees at the session were Speaker of the Legislative Duma of Tomsk Oblast Oksana Kozlovskaya, AIRR Executive Director Ivan Bortnik, Presidential Plenipotentiary Envoy to the Siberian Federal District Viktor Tolokonsky, and chairmen of AIRR committees.

The decision to create the Association of Innovative Regions of Russia was taken in May 2010, at the 13th Innovation Forum in Tomsk. Rustam Minnikhanov noted that the Association has established a steady workflow and the work of the committees is well coordinated.

Head of the AIRR Legislation Committee, Speaker of the Legislative Duma of Tomsk Oblast Oksana Kozlovskaya reported on the results of the Committee’s work.

“The Committee’s key goal is to facilitate implementation of effective legislation and innovative approaches in the regions and at the federal level. Last year one of our top priorities was to identify the most urgent issues requiring changes in the federal legislation and formulate and agree among the AIRR regions on a well-defined position regarding those issues taking into account regions’ practices. It is very important that those initiatives were accepted, reviewed and adopted by the State Duma of the Russian Federation. Our committee had two key priorities – develop a federal bill on the federal contracts system and review the federal and regional legislation on innovation policy to identify best practices.”

Presidential Plenipotentiary Envoy to the Siberian Federal District Viktor Tolokonsky thanked the AIRR members for their hard teamwork.

“You indeed managed to unite leaders among Russian regions in innovative development and offered many new approaches. The AIRR members’ experience should now be replicated in other regions. The Association has achieved impressive results so far. I will do whatever I can to help you promulgate your experience and practices.” A briefing for journalists was held within the frameworks of the forum. “The twelve territories that constitute the Association of Innovative Regions of Russia are in many ways different from other Russian regions. For example, in the quality of human resources and in approaches to investments in new technologies,” Head of the AIRR Legislation Committee, Speaker of the Legislative Duma of Tomsk Oblast Oksana Kozlovskaya told the journalists.

A study by the Federal State Statistics Service revealed that in the AIRR regions the average share of R&D personnel is 80 times higher than in other regions in Russia. In this respect leaders are Kaluga, Novosibirsk, and Tomsk Oblasts. The share of innovative products in the AIRR regions’ GRP is 9.7% versus 4.7% in other regions of Russia. The leader is Samara Oblast with 22%. Mordovia and Tatarstan follow with more than 17% and 15% respectively.

Oksana Kozlovskaya commented on the subject of the forum that “innovative component in the raw materials sectors of the economy is a very important issue for today as many as half of the AIRR member regions have an economy based on extractive industries”.

Oksana Kozlovskaya also noted that the Association is an obvious driver of a solution for all constituent entities of Russia.

President of Tatarstan Rustam Minnikhanov named facilitating development of territorial clusters and creation of engineering centers in the regions among the most critical current objectives of the Association. He spoke high of the active participation of the member regions in the development of the federal contracts law.

Executive Director of the Association and founder of the Fund for Assistance to Small Innovative Enterprises Ivan Bortnik explained that the Association finds it necessary to introduce in several regions amendments in the legislation which will allow procuring innovative products as early as this year. In 2014, such amendments should be adopted in 12 AIRR member regions.

“The Association has a strong position regarding the development of engineering centers. Another successful initiative is territorial innovation clusters. There are other objectives as well.”

Rustam Minnikhanov thanked the sponsors of the 15th Innovation Forum INNOVUS making a special point of the high level of participants and discussions.

“Tomsk sets a great example for other regions in its successful efforts to develop innovations,” he said.
