The 4th International Innovation Forum “Interra” was held in Novosibirsk. Among the events hosted by the Forum were All-Russia Robotics and Intellectual Systems Contest, Conference of Innovation Centers of Eurasia, and Expert Summit of Million-Plus Cities “The Role of Big Cities in the Development of New Economy”.

Oksana Kozlovskaya, head of the Legislation Committee of the Association of Innovative Regions of Russia took part in the Forum.
Tomsk Oblast has secured one of the key roles in the Association. The key task of the Committee is to change current legislation and adopt new laws which will raise interest in innovative products.

The Interra Forum is one of the most attractive international and cross-regional events taking place in Russia where participants can discuss and contemplate concepts and practical aspects of innovative economic and social development. The subject of the 2012 Forum was “Innovations for Life”. Participants, experts, and guests focused their attention on inventions and ideas designed and conceived to improve the quality of life.

Oksana Kozlovskaya attended the plenary session and presented a report at the meeting of the AIRR committee leaders presided by the President of the Republic of Tatarstan Rustam Minnikhanov. The Speaker of the Legislative Duma of Tomsk Oblast reported on the preparation of coordinated suggestions put forward by AIRR on the bill “On the federal procurement contracts system” to be reviewed for the second time by the Russian State Duma, and priority innovation activity legislation improvement tasks.

The bill “On the federal procurement contracts system” has strategic importance. It will replace the infamous federal law 94-FZ “On federal and municipal procurement”. “Not many people seem to have an idea of what is to come,” Oksana Kozlovskaya commented on the new bill. “This law will replace the notorious 94-FZ law which currently regulates municipal and federal purchasing. The ideology and philosophy of this law will drastically change. Today, the most important criterion is the purchasing price. But when the federal contracts system is adopted, conceptually new notions will come into play such as a “life cycle contract”. Efficiency will be evaluated based on life cycle, the entire period during which a product or service can be effectively used. This notion was incorporated in the version of the bill submitted for the second reading by the State Duma by the Association of Innovative Regions of Russia. The Association works with professional lawyers who thoroughly study current federal laws and provide an evaluation whether certain provisions in those laws effectively work in the regions and if not, why. Then, the lawyers together with us “doers” draw up amendment proposals which will fuel up genuine interest in innovations for years ahead.

The Speaker reminded that the Associations of Innovative Regions of Russia is one of the key partners of the Interra Forum. Currently, the Association includes 12 member regions with the total population 30 million people. “These territories already have their success stories,” she pointed.
