Tomsk Oblast getting ready for largest gas distribution investment project

Gas distribution investment project

The project will bring gas to the East of the region. The deputies of the Legislative Duma of Tomsk Oblast decided to support the municipal entities of the region by adjusting budget co-funding rates for investment projects. Amendments to the relevant law were adopted in the first reading.

Co-funding rates will be stipulated in long-term target programs of Tomsk Oblast. According to the draft gas distribution program for Tomsk Oblast 2015, the expected co-funding rate will be 95% Oblast budget and 5% local budget (instead of currently applied 80% and 20% respectively). The program embraces 9 municipal entities in Asinovsky, Bakcharsky, Zyryansky, Pervomaisky, Teguldetsky, Tomsky, Chainsky, and Shegarsky Districts, and the City of Tomsk. The gas line will be 1,128 km long. It will supply 29,487 households and 109 boiler houses. The changes will also apply to municipal entities implementing gas supply investment projects as part of other long-term target programs for the social development of rural areas and energy efficiency.

Oksana Kozlovskaya, Speaker of the Legislative Duma of Tomsk Oblast considers this project one of the most important for the region for years ahead. The program includes construction of not only gas mains, primarily in the East, but also liquefied natural gas plants.

The measure of government support for the municipal entities adopted by the deputies will attract investments in the construction of gas distribution facilities as part of Gazprom’s program. The share of gas-supplied households will grow to 13.7% (from current 6.6%). The program will improve the living standards and the quality of life of people in rural areas and create conditions for the development of industrial production.
