June 14 – Public review of legislative improvements to reduce alcohol consumption in the region

Recommendations from parliamentary hearings on legislative improvements to reduce alcohol consumption in the region that took place in the Legislative Duma of Tomsk Oblast a month ago passed public review. The Duma Public Initiatives Council provided additional comments to the recommendations. Oksana Kozlovskaya, Duma Speaker informed that the updated recommendations would be reviewed at the Legislation Committee meeting and then adopted at the Duma session.

The Speaker defined three areas of work. First, change the federal legislation through “action by the Oblast Duma as an institution vested with the right to put forward and submit legislative initiatives to the Expert Council of the Russian State Duma and Federation Council”. Second, improve the Oblast laws and acts passed by the Governor of Tomsk Oblast that regulate consumption of alcohol by the population. Third, analyze municipal initiatives. She added that despite the anti-alcohol initiatives have caused controversy among Internet users at municipal forums, they seem to have addressed very important and burning concerns of the society.

Vladimir Samokish, Deputy Governor for Social Policy suggested fighting alcohol abuse by creating alternatives. For example, introduce sanctions on the sale of homemade alcohol and reinforce sanctions on the sale of alcohol to persons under the age of 18.

Not only Duma deputies but also community leaders took part in the discussions. Community leaders put forward a major share of the proposals. They included initiatives to develop a single space which would embrace prevention of alcohol abuse, regulate physical access to and affordability of alcohol, and promote youth sport.

Closing the discussions, Oksana Kozlovskaya suggested updating the recommendations from the parliamentary hearings with the new proposals and comments and have lawyers and experts in the field review the resulting document. She also recommended that the community leaders publish their proposals in a topic at the forum on the official website of the Legislative Duma of Tomsk Oblast.
