In his address to the deputies of the new Duma the Governor of Tomsk Oblast reminded them that from now on they are “representatives of public authority – its legislative and representative branch”.
“That means a totally different responsibility for your words and actions. Responsibility not to the parties you belong to but to the people of Tomsk Oblast,” he stressed. “Half of the Duma is now new. On the one hand it will ensure continuity in its work, and on the other hand it will definitely give it new impetus and new content. Renewal is the most important result of the latest election campaign both on the federal and regional levels. On December 4, we drew a line under a milestone of our lives. The voters and the society gave us an explicit signal – our previous forms of work, approaches to solving the problems facing the country and the Oblast shall be changed.”
The Governor delivered a review of the performance at all levels of the government – its executive, legislative, and judicial branches – and appealed to everyone to make conclusions considering the changes in the society and the state.
Viktor Kress encouraged the new deputies to get down to normal legislative activity as soon as possible, “as there is not a moment to lose”. The new Duma has many important matters and events ahead. The Governor expressed hope that the new management of the Duma will immediately resume implementation of the key strategic project of the region – creation of the Center for Education, Research and Development INOTomsk 2020 – and work on other promising and important projects and initiatives. All possible prerequisites are in place, particularly human resources.
