Draft budget of Tomsk Oblast 2012 has already been submitted for consideration by the Oblast Duma. The deputies are thoroughly studying all the three volumes of the draft version of the key financial document of the region. The materials will soon be published on the Duma website.

Meanwhile, over 40,000 suggestions have been made by Oblast residents to shape the public program of the United Russia party. In specially provided questionnaires people were asked to identify three federal-scale and three local-scale issues.

The issues described by people in the questionnaires deal with matters at the municipal, regional, and national scale, such as construction of new nursery schools, creation of parks and public gardens, tangible government mortgage help to young families, affordable mortgage loans, additional jobs for young people, decent salaries and wages, public safety.

"Questionnaires are the best sociological tool one could think of," says Vladimir Ponomarenko. "People refer to specific and real issues. Many also provide their contact details for feedback. We indeed need to know what people think. Issues are abundant, and the point is, which should be resolved first. All suggestions in the questionnaires will be reviewed by our expert council. The majority of them will be included in the regional public program which will be dopted by the deputies of the Duma of a new convocation."

Collection of suggestions is still under way. Everybody in the Oblast has a chance to be heard. United Russia members say their primary objective is to listen to each of those who care, and get to learn as many opinions as possible, for in the future these same issues described by the citizens will be financed from the budget first and foremost.
