On the Russian President's address to the Federal Assembly

The President put an emphasis on the need for a social modernization of the country; importance of addressing demographic challenges, improving quality of education and upbringing, and youth health promotion.

December 16, "A Talk with Vladimir Putin"
The Prime Minister of Russia Vladimir Putin held a 4-hour live phone-in Q&A session for the citizens. Over 2 million questions were asked about deficiencies in law enforcement and justice and social security systems, housing problems, unfair wage systems. All the questions asked are true for our region. Resolving them should become a priority for all government bodies in the region.

On the 2018 World Cup
The investment in the football infrastructure is expected to total at least 300 billion rubles to be spent on construction and modernization of 16 stadiums, 72 hotels for the athletes, 100,000 rooms for football fans.
"We are happy and proud of our country. Managing means foreseeing! We are sure that the football policy of Tomsk Oblast also contributed to the reputation of Russia as a world football power," said Boris Maltsev.

Gazprom's CEO Alexey Miller paid a working visit to Tomsk Oblast. The aim of the visit was to discuss Gazprom's plans to build one of the world longest gas lines running from Russia to China. About a thousand kilometers of the gas line will run across Tomsk Oblast. Gazprom Transgaz Tomsk will design, build, and operate the line.

Tomsk got a wonderful present from Gazprom - a huge track and fields complex.

A momentous event in the economy of Tomsk Oblast was the startup by ZAO LPK Partner-Tomsk of a modern high-technology wood processing facility for the manufacture of MDF sheets. The project is expected to provide the market product output for 3bn rubles, create about 700 new jobs, and bring more revenue to the Oblast budget.

On the budget
The law on the 2011 budget is the most important law passed by the Tomsk Oblast State Duma. It's the Law of the Year! The draft consolidated budget is based on a considerable growth of tax and non-tax revenues - 107.4%.

Social and cultural spending accounts for 59% of the Oblast budget and reaches 107.8% on last year.

All earlier social commitments were retained in the budget. Moreover, in the next year's budget the administration of the Oblast and the Duma take on new commitments such as:
- increasing salaries to all employees of state-financed organizations by 6.5% from June 1, 2011
- increasing children's allowance for foster parents (guardians); indexing allowances for expectant and nursing mothers; indexing other benefits for families with dependent children. A new compensation was established for the parents of home-educated disabled children

On salaries and non-salary benefits in education. Along with the 6.5% payroll indexation from June 1, 2011 the draft Oblast budget provides for additional spending on education in the amount of 390m rubles.

Another priority - health care. Healthcare spending in the Oblast budget and the budget of Tomsk Territorial Compulsory Health Insurance Fund will amount to 6.8bn rubles in 2011. The healthcare system of Tomsk Oblast will be additionally financed from the federal budget. Financing from local budgets will total almost 1.5bn rubles. In total, the healthcare sector of the Oblast will get in 2011 over 13.4bn rubles per 1 million people.

On the agenda
The agenda contains 38 items. Among them there are many long-awaited issues bearing huge social and political load. Very challenging issues. Let us make the last amendment to this year's Oblast budget and increase the spending on investment and innovative projects in Tomsk Oblast by 150.4m rubles. Many of the laws we are considering today are aimed at providing benefits and allowances to our voters. Those laws address the needs of physically challenged people, foster parents (guardians), and the citizens of other categories. Today we shall make a vital decision - appoint the Human Rights Commissioner and the Ombudsman for Children. It is difficult to overestimate their role in securing protection of the rights and freedoms of our citizens.
