Duma Council introduced 33 issues for the agenda.

The Tomsk Oblast Law "On Oblast Budget for 2009 and for the planned period of 2010 and 2011" was passed in its first reading.

Oksana Kozlovskaya, First Deputy Governor of Tomsk Oblast, reported on the new budget principle parameters. The main budgetary policy objectives for 2009-2011 maintain the continuity of those set for 2008-2010 period. Principle parameters in the new draft budget are adjusted with an increase of expenditures and revenues.

Estimated Oblast budget revenues in 2009 make up 30.9bln rubles, in 2010 - 32.8bln rubles, in 2011 -35.0bln rubles.

Estimated expenditures in 2009 amount to 34.4bln rubles, in 2010 - 35.bln rubles, in 2011 - 37.1bln rubles.

Budget deficit in 2009 estimates 3.5bln rubles, in 2010 - 2.4bln rubles, in 2011 - 2.1bln rubles. Government debt in 2009 estimates 11.1bln rubles, in 2010 - 13.2bln rubles, in 2011 - 15.3bln rubles.

The draft budget includes the assets to increase the labor compensation fund of public sector employees. The increase of expenditures is planned for agribusiness support, social assistance, health care recourse base reinforcement, pre-school institutions infrastructure development, citizens’ housing conditions improvement, roads construction, investment and innovation activities, etc.

Amendments to the Tomsk Oblast Law "On Provision of Special (Ambulance Airplane) Emergency Medical Aid in Tomsk Oblast" were adopted in their first reading. Those amendments encompass the possibility to provide Tomsk Oblast citizens with specialized ambulance airplane emergency medical aid both in the territory of Tomsk Oblast and outside it.

A decision to raise a monthly payment of labor veterans, support area workers and widows of World War II participants, as well as rehabilitated citizens, starting from January 1, 2009 was adopted in its first reading. Over 70.0m rubles shall be allocated for this objective in the Oblast budget.

A new type of payment for poor large families and poor single-parent families with minimum two underage children to get them school prepared was adopted in the first reading. Annuity payment totals 1,000 rubles.

Starting from January 1, 2009 it is planned to increase the monthly allowances for poor family children. This increase will require 62m rubles.

The Law "On the Tomsk Oblast Green Areas Protection" was adopted in the first reading. This is the second law as such in the RF, the first law is applicable in Nizhni Novgorod Oblast.

The Law encompasses a system of events providing preserving and developing green fund and necessary for development of favorable environment. The powers of Tomsk Oblast State Duma, Tomsk Oblast Administration, municipal authorities in green areas protection were determined. The public participation in Tomsk Oblast green areas protection was determined as well.

Amendments were made to the Oblast target program "Development of small and medium business in Tomsk Oblast for 2008-2010".

In 2008 Tomsk Oblast took part in the All-Russian competition held to select constituents of the Russian Federation to be provided with subsidies to the budget in 2008, and won 58m rubles. The changes to the Program were made in order to bring it into compliance with the federal legislation and revise the expense amounts for measures of state support for business.

The deputies adopted in the first reading the law "On State Support of Regional and Local National-Cultural Autonomies in Tomsk Oblast". There are 14 registered national-cultural autonomies in the region. The law aims to preserve the national identity, help study and develop national languages and cultures. The law will provide the ground for various kinds of state support such as assistance to ethnic creative associations, material and technical support for the autonomies, publication of books and periodicals, organization of opinion surveys.

In the second reading the regional law-makers adopted the Oblast Law "On Education in Tomsk Oblast". The final version of the Law takes into account the proposals and observations by experts. Within the Law the authorities will be able to develop target programs aimed to regulate social relations in the field of education, create favorable environment for the education activity in order to increase the rate of general education, culture and social activity of Tomsk Oblast citizens and encourage their active participation in various spheres of public life.

The deputies also considered in the first reading the bill "On Public-Private Partnership in Tomsk Oblast".

At present only two constituents of the Russian Federation have adopted laws defining the main regulations in the field of public-private partnership, one of these two constituents being Tomsk Oblast. In 2006 the Tomsk Oblast Law "On Framework of Public-Private Partnership in Tomsk Oblast" was adopted; it defined general principles of relations organization. Since the adoption of the Law Tomsk Oblast has accumulated significant experience in the implementation of socially relevant projects utilizing public-private partnership tools. The new bill aims to secure that experience by law and appropriately describe it.

The bill is also aimed at detailed definition of the procedure of Tomsk Oblast participation in public-private partnership, securing the bidding procedures for the implementation of public-private partnership projects, and definition of the procedures for conclusion of public-private partnership agreements. The rules and regulations secured by the law are intended to bring the projects involving new relations between the state and business to effective and predictable results.

The Oblast Duma appointed 14 representatives to the Public Chamber of Tomsk Oblast. The Governor of the Oblast and the Tomsk Oblast Council of Municipal Entities appoint 14 representatives each as well.
