The Legislative Duma of Tomsk Oblast
Coordinating Council on Local Government
under the Legislative Duma of Tomsk Oblast
This is an advisory body established to resolve issues of local government development in Tomsk Oblast. The activity of the Council is based on the principles of equality, collective leadership, publicity and voluntary participation of the Council members in its work. The Council performs its activities in collaboration with local governments of municipal formations of Tomsk Oblast, public authorities of Tomsk Oblast, and public associations.
Objectives of the Council:
- to promote constitutional principles of local governance and assist in development of municipal formations in Tomsk Oblast;
- to coordinate participation of representative bodies of local governments in the process of drawing up and discussing bills and statutory acts of the Legislative Duma of Tomsk Oblast which touch upon the interests of local governments;
- to consider drafts of federal and regional laws and other statutory acts on local government issues, preparation of relevant remarks and suggestions;
- to provide conditions for continuous interaction, and sustained business and creative contacts between the deputies of the Legislative Duma of Tomsk Oblast and the deputies of representative bodies of local governments of Tomsk Oblast municipal formations;
- to ensure interaction among representative bodies of local governments of Tomsk Oblast municipal formations;
- to assist in creation and functioning of the system of information support for the activity of local authorities;
- to analyze (summarize) the experience of activity of representative bodies of local governments concerning application of laws and other statutory acts of Tomsk Oblast, development of the regulatory basis for the local governance, work with electors, their involvement into the resolution of local issues;
- to provide organizational and methodological assistance to representative bodies of local governments;
- to develop cooperation in the sphere of local governance with representative bodies of local governments of the constituent entities of the Russian Federation;
- to resolve other issues of interaction of the Legislative Duma of Tomsk Oblast with representative bodies of local governments of Tomsk Oblast municipal formations.
The Council consists of the Chairman of the Legislative Duma of Tomsk Oblast, the Chairman Deputy of the Legislative Duma of Tomsk Oblast who supervises interaction with local authorities, and, by concurrence, chairmen of representative bodies of local governments of Tomsk Oblast municipal formations.
The Chairman of the Council is the Chairman of the Legislative Duma of Tomsk Oblast.
The main form of activity of the Council is a meeting where issues on the agenda are discussed. The meetings are convened by the Chairman of the Council as necessary, but not less than once in three months.
Decisions of the Council are approved by the majority of votes of the Council members present and signed by the Chairman. Decisions of the Council are presented to the deputies of the Legislative Duma of Tomsk Oblast, local authorities and other interested parties in the form of recommendations.
The organization-technical ensuring of the activity of the Council is realized by the Machinery of the Legislative Duma of Tomsk Oblast.
