NATIONAL DEBT OF TOMSK OBLAST
The Oblast law On national debt of Tomsk Oblast was suspended until January 1, 2019. The Budget Code of the Russian Federation sets the maximum limit of the national debt at 100% approved annual revenues of the Oblast budget net of non-repayable receipts. The respective law of Tomsk Oblast sets this limit at 50% of approved annual revenues of the Oblast budget net of non-repayable receipts.
In 2012-2014, as a result of intensive social spending the national debt burden on the Oblast budget grew from 25% to 49.8%. The bill of Tomsk Oblast On the Oblast budget for 2015 and the planning period of 2016 and 2017 projects even further growth of the national debt burden. In view of the above, the Oblast deputies suggested suspending the law.
DEBTS GOING DOWN
The deputies passed amendments to the Oblast budget which increase the revenues by 525.7m rubles through non-repayable receipts from the Oblast budget, increase expenditures by 201.7m rubles and reduce the deficit by 324m rubles.
In the amended 2014 Oblast budget revenues will total 50.9bn rubles, expenditures 54.7bn rubles, deficit 3.8bn rubles. On January 1, 2015 the debt ceiling of Tomsk Oblast will be 18.3bn rubles or 45.2%.
LABOR PATENT FOR 4,000 RUBLES
The deputies passed in two readings the law On setting in 2015 a special labor market coefficient for the calculation of individual income tax for certain categories of foreign citizens employed in Tomsk Oblast under a patent.
In November 2014, the federal law permitted businesses to employ foreign citizens under the system of labor patents which replaced the quota system for hiring foreign labor.
The new law establishes the 2015 coefficient at 2.55. It will be used for the calculation of a lump sum advance payment on individual income tax for foreign citizens acquiring a labor patent for employment in the region. In Tomsk Oblast, the labor patent will cost 4,000 rubles.
PATENT SYSTEM – WHAT’S NEW?
The deputies adopted in two readings amendments to the law On patent-based taxation system.
In 2013, Tomsk Oblast issued 344 patents for 8.2m rubles. The amendments are intended to improve the patent-based taxation system in Tomsk Oblast.
NEW FLATS FOR GIVING BIRTH TO THREE OR MORE CHILDREN
Amendments to the law On social support for families with underage children passed the second reading. Families which give birth to three or more children at once after December 31, 2014 will be provided with a lump sum allowance from the Oblast budget for improving their living conditions. Eligible families will be those with average income not exceeding two subsistence minimums established in Tomsk Oblast.
It is expected that in 2015 there will be no more than 4 cases of giving birth to three or more children at once. 8.2m rubles will be allocated from the Oblast budget to support the initiative.
TOMSK TO BUILD A PARK CITY
The bill On industrial parks in Tomsk Oblast was reviewed in the second reading.
The new law should make Tomsk Oblast more attractive for investors by means of industrial parks. It defines legal and organizational grounds for obtaining a status of an industrial park in Tomsk Oblast and outlines scopes of authority of the Tomsk Oblast Administration, local governing bodies, authorized governing bodies, investors and residents. It also describes conditions for government support.
RIGHT WAYS TO DEPICT REGIONAL FLAG AND COAT OF ARMS
The deputies passed in two amendments an initiative to amend the law On the flag and coat of arms of Tomsk Oblast.
The list of allowed cases to depict the coat of arms of Tomsk Oblast was expanded to include:
– Letterheads of Oblast Duma deputies and the Ombudsman for Business Rights of Tomsk Oblast
– Certificates to honorary titles and awards of Tomsk Oblast
– Awards of the Governor of Tomsk Oblast, the Legislative Duma of Tomsk Oblast, the Tomsk Oblast Administration, the Book of Honor, and relevant certificates
– The Book of Honor of Tomsk Oblast, the Book of Honor in preservation, development and popularization of cultural heritage objects – historical and cultural monuments – of Tomsk Oblast
It is also allowed to depict the coat of arms of Tomsk Oblast on educational institutions graduate’s medals awarded under the Oblast law On education in Tomsk Oblast, to confirm the regional status of the medal.
