Tomsk Oblast Governor presented new executive government and new team

On August 29, 2012 the Governor of Tomsk Oblast Sergey Zhvachkin presented to the general public and journalists a new executive system and his new team.

Not only the structure of the regional administration (number and names of departments and committees) will change but the governance system as such. A cluster approach will replace the current industry model. Sergey Zhvachkin named seven clusters which will define the key development paths in the new structure. They are New Economy, Traditional Economy, Investments, Infrastructure, Development of Territories, Social Sphere and Governance.

The Governor explained that each cluster will handle tasks within its own strategic scope. The goal of the economic clusters will be to provide a surplus budget by utilizing the capacities of both traditional industries and the new economy. The social cluster will ensure sociopolitical stability in the region. The investments and infrastructure clusters will create conditions for intensive development of the region. The development of territories cluster will focus on balanced development of the Oblast and the governance cluster will ensure rational utilization of resources and possibilities.

Vice governors will take office on September 1 and on the same day will visit schools and universities of Tomsk to congratulate students and instructors on the beginning of a new academic year.

Sergey Zhvachkin also stated that from now on Tomsk Oblast commits to real government openness. “All strategic decisions to be taken by the government will have to pass through a system of expert councils which will consist of the representatives of the business community and general public without a single official,” the Governor stressed.

A Strategic Council will be created in the Oblast Administration. Its functions will include mid-term and long-term planning, evaluation and adjustment of the development strategy and long-tem and departmental special-purpose programs and projects. The Strategic Council will include deputy governors, Tomsk Oblast Duma deputies, business leaders, representatives of expert councils and research community.
