III session of the duma of the fifth convocation

The session was broadcast online. The agenda of the session and the bills submitted for consideration by the deputies were published on the Duma website beforehand.

In her opening speech, Oksana Kozlovskaya, the Oblast Duma Speaker, announced that the Governor’s representative in the Duma would be Aleksander Fedenev, Acting First Deputy of the Governor of Tomsk Oblast.

ACCREDITATION OF A NEW DEPUTY IN THE OBLAST DUMA
The Oblast deputies accredited Aleksander Frenovsky as the deputy of the Legislative Duma of Tomsk Oblast of the fifth convocation.
The decision to grant the vacant mandate was taken in accordance with the Oblast Law “On deputy elections to the Legislative Duma of Tomsk Oblast”, the Charter of the United Russia Party and the Resolution of the Legislative Duma of Tomsk Oblast “On early termination of office of Vladimir Zhidkikh, the deputy of the Legislative Duma of Tomsk Oblast”. Vladimir Zhidkikh was elected member of the Federal Council of the Russian Federation to represent the Legislative Duma of Tomsk Oblast.

The original pictures of all 42 deputies of the Oblast Duma by Sergey Zakharov are posted in front of the entrance to the session hall of the Oblast Parliament.

RESULTS OF VLADIMIR PUTIN’S VISIT TO TOMSK
The Governor Viktor Kress informed the deputies on the results of the Prime Minister’s visit to Tomsk and spoke about new projects of Tomsk Oblast which were discussed at the meetings with Vladimir Putin

PREVENTIVE MEASURES AT WORK
Amendments to the Oblast Law “On occupational safety in Tomsk Oblast” were passed in two readings.
The revised law provides for financing of measures to improve labor conditions and occupational safety. In the organizations financed from the Oblast budget, expenses for measures to improve the labor conditions and occupational safety will account for at least 0.2 per cent of the budget.
The Oblast deputies passed the amendments in two readings.

COMMUNITY WORK FOR UNEMPLOYED
A new Oblast Law “On financial aid for citizens while taking part in community works and temporarily employed” was adopted. From January 1, 2012 the programs to support the citizens’ employment and ease the tensions on the labor market will be financed from the Oblast budget.
The amount of the financial aid for an unemployed person for the period of their community work will be from one to two minimum welfares multiplied by the district coefficient. The minimum amount of the welfare is 850 rubles.
The bill will affect almost 15,000 people, both the adults and the underaged. Those eligible are disabled people, people released from prison, and the underaged of 14-18 years old. Almost 28.5m rubles a year will be spent under this law.

VOCATIONAL SCHOOLS AND COLLEGES CAN DRAW ON ADDITIONAL FUNDS
Amendments to the bill “On primary and intermediate vocational education in Tomsk Oblast” were passed in the first reading. The amendments allow the schools and colleges replenish their budgets by means of paid educational services, selling of products produced during the training, employers and sponsors, and other sources permitted by law in addition to the funds provided by the State.
Today, Tomsk Oblast has 15 schools of intermediate professional education and 25 schools of primary professional education.

SUBSTANTIAL AMENDMENT
From now on, candidates for the position of the Chairman of the Chamber of Audit and Accounts of Tomsk Oblast can be nominated not only by the Oblast Duma Speaker but also by the Oblast Governor and the Oblast deputies (minimum one third of the set number of deputies of the Legislative Duma of Tomsk Oblast).
This rule was introduced by the deputies to the Resolution of the Duma “On the new version of the Regulations of the Legislative Duma of Tomsk Oblast”.
During the discussion, Lev Pichurin suggested that the deputies continued working on the new version of the Duma Regulations.
Discussions at the Duma session covered, among other issues, the adoption of amendments and novels to the Laws “On the Chamber of Audit and Accounts of Tomsk Oblast” and amendments to the Law “On the system of the executive bodies of Tomsk Oblast and the structure of the Tomsk Oblast Administration”. The deputies also adopted amendments to the Oblast Law on the referendum.

HOODED CROW AND FIELDFARE ARE ON THE LIST OF GAME BIRDS
It was proposed to put the hooded crow and the fieldfare on the list of game birds of Tomsk Oblast. The Oblast deputies have such a right under federal law.
The hooded crow population in Tomsk Oblast is substantial. According to the experts from the Department of Natural Resources and Environmental Protection of Tomsk Oblast, crows cause serious damage to game birds by destroying clutches and nestlings. It is expected that hooded crows will be killed as part of sport hunting aimed at decreasing their numbers and the damage they cause to game birds.
The regional environmentalists believe that the number of fieldfares in the hunting areas is enough to allow sport and amateur hunting.

LAND PLOTS IN THE COUNTRYSIDE FOR LARGE FAMILIES
Amendments to the Law “On provision and withdrawal of land plots in Tomsk Oblast” stipulate the procedure of free-of-charge provision of land plots for countryside summer housing to large families. Earlier the Oblast law had already set forth a procedure for the provision of land plots to large families for the purposes of housing construction. The new document regulates the similar procedure for the summer housing.
According to the bill, a land plot shall be given to families with three and more children free of charge but only once. Families with five and more children are on the priority list.

DEPUTIES DISCUSSED THE OUTLOOK OF THE TOMSK AIRPORT
During the “Governor’s Hour” the Oblast deputies were presented a report on the future development of the Tomsk Airport.
Today, the Tomsk airport ranks the fifth among the airports of the Siberian Federal District after the cities with more than 1 million people. At the same time, its fees for aircraft servicing are among the lowest.
The airport is planning to extend its small aviation initiatives.
OOO Tomsk Airport spends annually almost 50m rubles on safety measures. This work will be continued as part of the project for the reconstruction of the air field and the air terminal. Substantial funds are invested in this and state-of-the-art technologies are used to enhance safety.
The reconstruction project involves the extension of the landside. Parking lots for a 15-minutes stop free of charge will be provided there as the modern safety regulations require.

CONTROL GROUP
The Oblast deputies formed a group to control the use of the electronic voting system.
The group will consist of five deputies: Vladimir Kravchenko (group leader), Vladimir Kazakov, Andrey Petrov, Leonid Terekhov and Oleg Shuteyev

39 DUMA AWARD LAUREATES
The Oblast Parliament established four additional Duma awards for young scientists and “young hopefuls”. There are two awards in the Young Scientists category and two more awards in the Young Hopefuls category.
The first such contest was held in 2002. Since then, it has become very popular among the talented youth.
From 2012, 35 awards will be granted: 15 for young scientists (30,000 rubles each) and students (20,000 rubles each) and 20 for young hopefuls (10,000 each). According to the amendment, 39 awards will be granted in March for the achievements of 2011.
In 2011, 215 applications were submitted. To compare, in 2010 there were 182 participants.
The 2011 participants will be contesting in the following categories:

  • “Young Hopefuls” – 108 people
  • “Natural Sciences” – 31 people
  • “Technical Sciences” – 47 people
  • “Humanities” – 29 people

The IX Duma Award ceremony will be held on March 1, 2012.
