LIV Session of the Legislative Duma of Tomsk Oblast

On November 24, the LIV session of the Legislative Duma of Tomsk Oblast took place. The session was broadcast online. The website of the Duma published the annotated agenda of the session and wordings of all documents submitted for consideration by the deputies beforehand.

Statements by deputies

Deputy Oleg Gromov backed the Oblast government’s initiatives to support rural communities. Nevertheless, he said, a lot of effort should be put into creating conditions for rural development. New jobs and higher salaries are key to the success of the initiative.
Deputy Galina Nemtseva spoke about ethics and fairness of the election campaign and inadmissibility of putting pressure on voters.
Deputy Leonid Terekhov emphasized the importance of paying attention to the modern youth and creating conditions for their development and self-fulfillment. ,dd/>Deputy Igor Chernyshev brough up issues such as transport accessibility of the north of the region and suspension of flights from Strezhevoy to Tomsk. The revenue and expenditure of the Tomsk Oblast Territorial Compulsory Health Insurance Fund in 2012 will total 7.3bn rubles. The deputies adopted in the second reading the Law of Tomsk Oblast “On the budget of the Tomsk Oblast Territorial Compulsory Health Insurance Fund for 2012 and the planning period of 2013 and 2014.”

New Year with a new budget

Tomsk Oblast Governor Viktor Kress and First Deputy Governor Oksana Kozlovskaya answered the deputies’ questions.

After two months of discussions and reviews the deputies adopted the draft budget of Tomsk Oblast for 2012-2014 in the second reading.
The Oblast budget revenue and expenditure are 36.4bn rubles in 2012; 37.4bn rubles in 2013; and 39.8bn rubles in 2014. That is, there is no budget deficit.

Best teacher teams to get monetary rewards

The Oblast deputies passed amendments to the Oblast Law “On provision of interbudgetary transfers” which provide interbudgetary transfers to local budgets to pay monetary rewards to municipal educational institutions implementing innovative educational programs.
There are 30 material incentives for teachers in 2011 for a total amount of 25m rubles. The Steering Committee for implementation of the Education National Priority Project in Tomsk Oblast creates a rating of regional educational institutions on the basis of a competitive selection in a number of categories. The rating is reviewed and approved by the Tomsk Oblast Administration.

Lawful deportation

The deputies adopted a new Law “On the procedure for creation in Tomsk Oblast of special institutions for court-enforced detention of foreign citizens subject to deportation or administrative expulsion from the Russian Federation.”
From January 1, 2012 detention of illegal migrants will be financed from the Oblast budget. Under the new law special detention institutions will be created for illegal migrants awaiting deportation. According to the Social Security Department of Tomsk Oblast, maintaining a special detention institution (without taking into account major overhauls) for 200 people annually (19 beds) will cost the Oblast 19m rubles a year.

Prevention of desomorphine addiction

In the first reading the deputies passed amendments to the Oblast Law “On prevention of offences in Tomsk Oblast.” The Tomsk Oblast Office of the Federal Drug Control Service of the Russian Federation made a proposal to classify codeine-containing drugs as prescription medicines in Tomsk Oblast before the initiative is enforced nation-wide on June 1, 2012. (The Government of the Russian Federation took a decision that codeine-containing drugs such as Pentalgin N, Codelac, Solpadeine, etc. will be sold as prescription medicines starting from June 1, 2012. This measure is seen to help fight the rapidly spreading desomorphine addiction.)

More money to support innovation

Having adopted the law on the Oblast budget for the forthcoming three years, the deputies approved amendments to the Law “On Oblast budget expenditure to support investment and innovation activity in Tomsk Oblast in 2011” to ensure consistency with the Law of Tomsk Oblast “On the Oblast budget for 2011 and the planning period of 2012 and 2013.”
Taking into account the amendments, spending on investment and innovation activity in 2011 grew by 3,491,654,000 rubles to make 8,366,588,700 rubles.

Revision of the 2011 budget

The deputies increased the Oblast budget for 2011 and the planning period of 2012 and 2013 by 3.4bn rubles. Most of this amount – 2.8bn rubles – is federal subsidies to finance construction of the Pushkina road junction.
Total revenues of the 2011 Oblast budget grew by 3,369,265,300 rubles, total expenditures by 3,372,459,500 rubles, deficit by 3,194,200 rubles.
Revenues grew due to non-repayable receipts from the federal budget and other interbudgetary transfers.

Compulsory health insurance budget increased

In two readings the deputies passed amendments to the Oblast Law “On the budget of Tomsk Territorial Compulsory Health Insurance Fund for 2011 and the planning period of 2012 and 2013.”
The revenue and expenditure items for 2011 were revised. The revenue for the territorial compulsory health insurance program increased by 138,307,100 rubles to make 5,119,844,100 rubles taking into account the amendments.

Social Code of Tomsk Oblast

During the “Governor’s Hour” the deputies were presented with a report on the progress of the Social Code of Tomsk Oblast project. A joint work group to study the Oblast legislation on social support and services created half a year ago reviewed more than 130 Laws of Tomsk Oblast on social support. All these laws became part of the Social Code of Tomsk Oblast project.
