LIII Session of the Legislative Duma of Tomsk Oblast

At the beginning of the session, the Duma Speaker Boris Maltsev delivered his traditional address to the deputies and the audience (Full text of the Speaker’s speech).

DEPUTIES’ STATEMENTS
The deputies of the Legislative Duma of Tomsk Oblast delivered their statements.
Deputy Igor Chernyshev raised an issue of increasing salaries of teachers and medical workers taking into account specific features of the region. He pointed out that in a number of municipal entities average salary is higher than anywhere else in the Oblast.
Deputy Oleg Shuteyev spoke about the need for additional support for workers of further vocational education institutions.

Social security for medical workers providing TB care services
The Oblast deputies made amendments to the Law “On TB control in Tomsk Oblast” which provide medical workers of all categories who are immediately involved in providing TB care services with social security benefits such as higher salary for dangerous jobs and free public transport. The amendments also include provisions on mandatory insurance of such workers.

Baseline for additional payments to pensioners
In two readings, the deputies passed a bill establishing the subsistence minimum for the pensioners in Tomsk Oblast at 5,539 rubles for 2012. Currently, the Oblast average subsistence minimum for pensioners is 4,925 rubles.

Allowance for foster care
The deputies passed in the first reading a new Oblast Law “On foster care for orphans and children deprived of parental care in Tomsk Oblast.”
Foster care as a type of guardianship has existed for a long time and has always been provided only in orphanages. Under the new law, foster care will be managed by the Oblast guardianship authorities. They will decide on the type of care for each particular child. Providers of foster care services will be eligible for the same amount of allowance as foster families.

Aid in exceptional cases
The deputies adopted in two readings amendments to the Oblast Law “On provision of medications and medical accessories to specific categories of citizens in Tomsk Oblast” which ensure that in exceptional cases physically disabled children (federal social security beneficiaries) can be provided with medications for free. The initiative is financed from the Oblast budget.

New approach to medical care
The deputies adopted a regional law which gives the local governments the authority to organize health care services. This is required under a federal initiative. Before, municipal authorities were responsible for a certain scope of heath care services, and now this activity will be fully managed by the Oblast government.
However, taking into account the remote location of some communities, the established primary care system and faster handling with organization of primary care on the ground, the deputies will provide the local governing bodies with authorities and resources for organization of medical care.

Elections in order
The Oblast Laws “On election of deputies of the Legislative Duma of Tomsk Oblast” and “On municipal elections in Tomsk Oblast” were brought in compliance with the provisions of the Federal Law “On main guarantees of electoral rights and the right to participate in a referendum of the citizens of the Russian Federation.” Many of the amendments have direct force and are enforced nationwide.
Chairman of the Tomsk Oblast Election Commission Elman Yusubov informed that a uniform signature list template and signature list fill-out procedure had been developed and explained grounds for nullity of the voters’ signatures. The Election Commission drew up a list of public officials who are responsible for making sure that the procedures for collection of signatures and fill-out of signature lists are followed, and that the information about voters and their signatures are true and genuine. The deputies modified the provisions of the law related to obligatory submission of a copy of the party’s constitution to the Election Commission when a candidate list is nominated by an electoral association. Now this document is not required.

Taxes
The Oblast deputies retained reduced tax rates for organizations and sole proprietorships which use the simplified taxation scheme where the taxable base is total income minus total expenses:

1) For residents of the Tomsk Special Economic Zone 5%
2) For other categories of tax payers 10%

A proposal to cancel temporary restrictions of the validity period of the tax benefit “through December 31, 2011” received unanimous approval.
This Law will help maintain stability of currently running companies and support small business.

Budget
The total amount of the Oblast budget revenue and expenditure in 2011 grew by 148,445,700 rubles and the deficit remained unchanged.
Additional expenditure is non-repayable receipts from the federal budget. dd/>The deputies made amendments to the Oblast Law “On Oblast budget expenditure to support investment and innovation activity in Tomsk Oblast in 2011.” Taking into account the amendments, spending on investment and innovation activity in 2011 grew by 200,496,500 rubles to make 4,874,934,700 rubles.

Speaker Boris Maltsev held a traditional press conference during the break.
He told that just one day before the Duma’s session the conciliation committee had finished their work on the budget for 2012 and the planning period of 2013 and 2014. More than 700 million rubles was added to the revenue items to finance the projects submitted by the citizens under the People’s Budget initiative.

Temporary detention of foreign citizens at the expense of the Oblast
In the first reading, the deputies passed a new bill “On the procedure for creation in Tomsk Oblast of special institutions for court-enforced detention of foreign citizens subject to deportation or administrative expulsion from the Russian Federation.”
The bill was developed as a tool for implementation of the Federal Law “On the legal status of foreign citizens in the Russian Federation.”Court-enforced detention of foreign citizens and stateless persons subject to deportation or administrative expulsion from the Russian Federation takes effect from January 1, 2012 and should be financed from the Oblast budget.
According to the Social Security Department of Tomsk Oblast, maintaining a special institution (without taking into account overhauls) for 200 people annually (19 beds) will cost the Oblast 19 million rubles per year.

During “A Governor’s Hour” the deputies were presented with a report on the performance of the Tomsk Oblast Office of the Ministry of Internal Affairs of the Russian Federation for 2010 and the nine months of 2011.
Head of Office Igor Mitrofanov talked about the accomplishments of the Office over the specified period and outstanding issues in Tomsk Oblast pending resolution.

Agriculture to become innovative
The deputies approved amendments to the Law “On government support of the agricultural industry in Tomsk Oblast.” The amendments enable integration of regional agricultural enterprises into the overall innovation development strategy of the Oblast. The Law now specifies a number of additional areas of support for the agricultural sector such as:

– innovative development of the agricultural industry of Tomsk Oblast
– development of the utility networks and transport infrastructure of the agricultural sector

The main objective of the modifications is to improve efficiency of the agricultural enterprises and increase competitiveness of their products.
Funding of the innovative development of the agricultural sector of the Oblast will start in 2012 in the amount of 96.3 million. Annual funding of the development of the utility networks and transport infrastructure in rural areas will be 32.8 million rubles with the first release of funds scheduled for this year.
