XLVI Session of the Tomsk Oblast State Duma

Tomsk Oblast Governor Viktor Kress opened the session with his annual address to the deputies of the Oblast parliament.

In the first reading the deputies passed amendments to the Oblast Law “On cultural heritage sites (historical and cultural monuments) of Tomsk Oblast.”
The deputies made amendments to the Oblast Law “On pharmacological support for the population of Tomsk Oblast.” The amendments segregate the powers of the Oblast administration and Tomsk Oblast Health Department, an authorized executive body of the region responsible for pharmacological support for the population and pharmaceutical activity.
The Oblast is implementing a new method for calculation of the total amount of money required to provide orphaned children and children deprived of parental care with clothing, footwear, bedclothes, equipment, and a one-off monetary allowance.

The deputies passed respective amendments to the Appendix to the Law “On providing local governing bodies with specific public authorities in the area of social support for orphan children and children deprived of parental care as well as people who grew up as orphans or without parental care.” On the whole the spending on clothing and footwear for such children in 2011 will be raised up to 17.8m rubles.

Duma Speaker Boris Maltsev held a traditional press conference during the break.
He summarized the results attained by each Duma Committee. The Budgetary and Financial Committee whose key area of responsibility is the main financial document of the Oblast – the law on the Oblast budget – considered at its sessions 175 issues and prepared and submitted for consideration by the Duma 115 resolutions on socio-economic situation in the Oblast; budget, tax, and monetary and credit policies of Tomsk Oblast; regional and municipal property; ensuring monetary revenues to relevant budgets. The Committee developed final wordings of 52 Laws of Tomsk Oblast.

Answering the journalists’ questions Boris Maltsev briefly shared his opinion of the Governor's address:

“The Governor’s speech turned out to be very self-critical. Still, it holds out hope for the better. In his address the Governor refers to reliable opinion surveys and mentions needs and demands of our citizens. There is a lot of detail about the investment projects to be implemented in 2011. That is a very important piece of information. It is about our revenues. The issues such as public utility services, deceived shared construction participants, affordable housing are all very topical and are given an impartial assessment.”

The deputies passed in the first reading a new Oblast Law “On procedure for holding public events at public transport infrastructure assets in Tomsk Oblast.”

In the first reading the deputies passed amendments to the Oblast Law “On prevention of offences in Tomsk Oblast.” According to the Head of the Legal Committee Irina Nikulina the bill is based on the results of the session of the Supervisory Commission of the Legal Committee of Tomsk Oblast Legislative Duma and includes proposals of Tomsk Oblast Administration, Seversk Department of Internal Affairs, and Tomsk and Seversk City Administrations.

In two readings the Oblast deputies passed amendments to the Law On the budget of Tomsk Territorial Compulsory Health Insurance Fund for 2011 and planning period of 2012 and 2013.” The budget of Tomsk Territorial Compulsory Health Insurance Fund will grow within the next two years by 3.036bn rubles: 1.5bn in 2011 and 1.53bn in 2012.

The deputies passed an amendment to Article 3.20 of the Administrative Code of Tomsk Oblast “Disposition and storage of disassembled or broken vehicles, agricultural machinery, cargo bodies and trailers in public places not specifically assigned for that purpose. A broken vehicle is a vehicle that cannot be used by the owner for its intended purpose because of its technical condition.”

The fine will be 100-500 rubles for citizens and 500-1,000 rubles for legal entities.

The Oblast deputies voted for Elena Dubrovina to be included in the Central Election Commission of the Russian Federation. In March 2011 the term of appointment of the current members of the Central Election Commission expires.

Amendments were made to the Duma Resolution “On the structure of the State Duma of Tomsk Oblast.” Among other things the deputies backed Boris Maltsev’s proposal to leave only one position of Deputy Speaker in the Duma organizational structure.

Currently this position is held by the leader of the Oblast United Russia faction Aleksander Kupriyanets.

The Youth Parliament and the Office of the Russian Ministry of Justice for Tomsk Oblast were given right of legislative initiative in the Legislative Duma of Tomsk Oblast. The Oblast deputies passed respective amendments to the Resolution On the new version of the Regulations on the State Duma of Tomsk Oblast.”

The deputies passed changes to the law on social support in paying bills for the citizens living or working in rural areas and workers settlements.
